All lighting shall be designed to confine direct rays to the premises, with no spillover beyond the property line . 4 . No outdoor storage is permitted. 5 . Planter areas shall contain shrub and/or living ground cover : concrete, asphalt , and any surface material including rocks or bark are not acceptable . 6 . Watering: All landscaped areas shall be provided with an automatic timer irrigation system including, but not limited to, a sprinkler bubbler head or faucet and hose bib. All landscaped areas shall be maintained in a living condition. 7 . Border Materials : All required landscaped areas shall be enclosed by either a concrete curb having a minimum height of six (6) inches or a wooden frame constructed from materials such as railroad ties or other heavy lumber materials which measure no less than six (6) inches in diameter . NOTE : The Preapplication review is designed to inform prospec- tive applicants of General Plan consistency, zoninr, con- sistency, public improvement requirements, preliminary design constraints and opportunities, and major environ- mental and safety issues .
