SAN JOAQUIN <br />-:aU; i y <br />Environmental Health Department <br />AMENDED <br />1/21/2020 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />PEP BOYS #711 <br />4987 WEST LN, STOCKTON <br />January 13, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />301 <br />CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br />OBSERVATION: Hazardous waste brake lathe metal shavings were observed on the ground behind and <br />underneath the brake lathes, as well as on top of and around the brake lathe equipment, located in the service bay <br />area (see photos IMG 0434-9). The facility has determined the brake lathe metal shavings to be hazardous waste <br />(IMG 0324, 0430-3). <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non -sudden release of hazardous waste or hazardous <br />waste constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately clean up the hazardous waste brake lathe metal shavings from the ground <br />and around the brake lathes. Manage the waste according to Title 22 California Code of Regulations for hazardous <br />waste. Submit a statement and supporting documentation to the San Joaquin County Environmental Health <br />Department describing the storage and final disposition of the cleaned up waste. <br />This is a repeat violation, Class II. <br />303 <br />CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />OBSERVATION: <br />1. A bottle of eye wash solution was found expired as of March 2019 in the eye wash station located next to most <br />south-west door of the facility that leads to the receiving area (see photos IMG 0443-4). <br />2. The facility had run out of absorbent material in the retail hazardous waste area (IMG 0440), according to Patrick <br />Smith, Manager of Parts. An order to obtain more absorbent material for the retail hazardous waste area had been <br />placed, per Patrick. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to <br />assure its proper operation in time of emergency. <br />CORRECTIVE ACTION: Bring the eye wash station and absorbent material, listed above, into proper working <br />order by repair, replacement or testing.
