The document
represents the results and analysis of an investigation of the tanks located at Building 16. Building 16
was the Navy Exchange gasoline service station where three USTs, 16-1, 16-2 and 16-3, were excavated.
Excavation of the tanks also included the removal of product pipelines, the fuel dispenser islands, and
contaminated soil. Clean fill was backfilled into the excavations and the entire area was paved with
asphalt.
We concur with the recommendations proposed in section 5.2 of the report. The Navy should consider
grab groundwater sampling prior to determining the location of downgradient monitoring wells in order
to delineate the extent of the plumes. Please submit a final plan with maps depicting the extent of the
plumes and proposed groundwater sampling locations/monitoring wells for our review. The plan should
include quarterly groundwater sampling for a minimum of four quarters after completion of the new
wells. After one year of additional monitoring, the Navy should submit a report with the analytical data
and an evaluation of the information. Recommendations for further evaluation and/or a feasibility study
for remediation of the plumes should also be described.
If you have any questions, please contact John Russell at 916-255-3066.
KIM A.
