The Assessment Report and these technical
documents summarize analytical results from additional site investigations and remedial activities
conducted at the NCTS Stockton Building 508 Site. A formerly used washrack and oil/water separator
were abandoned in place immediately west of vacated Building 508 at NCTS Stockton. The washrack
and Oil/Water Separator(OWS508) were used from May 1986 to September 1999 for cleaning vehicles
and other equipment, as well as, for oil recovery and salvage activities conducted in warehouses and
adjacent areas. Based on the site-specific information presented in this Assessment Report and in the
subject Technical Working Documents, we agree that appropriate investigation and remedial actions
have been taken at Site OWS508.
The November 2002 working documents demonstrate that the OWS508 system, including an overflow
tank and associated piping were steamed cleaned, sealed and abandoned in-place beneath concrete in
June of 2001.
The Navy conducted additional investigations in 2001 and 2002 to further characterize residual
concentrations of petroleum hydrocarbons in soil and groundwater along the southern edge of the
overflow tank area. Highest concentrations of petroleum contamination and benzene, toluene,
ethylbenzene and xylene (BTEX) compounds were detected in soil samples collected from borings
located adjacent to the tank in this area. Additional analytical data from monitoring wells indicate that
impacted groundwater remains relatively localized to the southwest of this source area. Concentrations
of up to 100 micro-grams per liter(ug/1) total petroleum hydrocarbons as gasoline (TPH-g) detected in
groundwater were not confirmed in the later rounds of sampling.
