VI. OPERATIONS, MONITORING, AND PERFORMANCE PLAN <br /> Monitoring the performance of the groundwater recovery and treatment system is required to <br /> optimize efficiency, determine any required upgrades and/or modifications, and to determine when <br /> the system should be shut down <br /> A. ANALYTICAL REQUIREMENTS 1 EMISSIONS MONITORING <br /> Based on the available information from the San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD), hydrocarbon emissions from the vapor treatment unit will be monitored upon start-up <br /> and daily for the first few days of system operations A hydrocarbon vapor sensor intrinsic to the <br /> ICE unit will utilized to continuously monitor incoming vapors from the SVE System A PID unit <br /> will be utilized to measure the hydrocarbon concentrations at various points in the SVE and Vapor <br /> Treatment systems on a monthly basis On a monthly basis, selected samples obtained before and <br /> after vapor treatment will be express-delivered to a laboratory for determination of TPH and BTEX <br /> concentrations (twice the first month) <br /> In addition, the fluid/water generated in the moisture separator (5-201) will be removed in <br /> . conjunction with the development/purge water from the groundwater monitoring events <br /> In addition to the treatment system analytical samples, the monitoring wells will be sampled <br /> quarterly for BTEX, MTBE, and TPH concentrations, in accordance with SJVAPCD and CA DoH <br /> guidelines <br /> B. EMISSIONS PERMIT REPORTING REQUIREMENTS <br /> The monthly discharge results will be summarized in tabular and graphical formats Copies of the <br /> effluent monitoring data will be available for SJVAPCD review upon request and will be included <br /> in quarterly and annual monitoring reports <br /> Since no volatilization is a part of the groundwater recovery and treatment operations, emissions <br /> monitoring will not be required <br /> C. SYSTEM START-UP <br /> Prior to starting the treatment system, the voltages will be checked at all points in the control panel <br /> to verify that they are correct and the operation of all process controls will be verified The rotation <br /> of all motors will be checked and corrected if necessary The mechanical performance of all system <br /> components will be monitored closely during the start-up period to determine if all equipment is <br /> operating within design specifications <br /> VI-1 <br />
