MONITORING AND REPORTING PRS-,DRAM NO. 97-229 - 7 - <br /> J.R. SIMPLOT LATHROP FACILITY <br /> SAN JOAQUIN COUNTY <br /> LEACHATE MONITORING <br /> 9. All Class II surface impoundment leachate collection and removal system (LCRS) sumps <br /> shall be inspected daily for leachate generation. Upon detection of leachate in a previo <br /> dry LCRS, the Discharger shall immediately collect a grab sample of the leachate and s all <br /> continue to sample the leachate quarterly thereafter. The results shall be reported to th <br /> Regional Water Board semiannually. The quantity of leachate pumped from each sump <br /> shall be measured continuously and reported as the Leachate Flow Rate. <br /> 10. Leachate samples shall be collected and analyzed every quarter in which water is present <br /> in the ponds, for the Constituents of Concern shown in Table 1 and the additional <br /> parameters shown in Table 4. Samples shall be collected from the sumps at each of th <br /> North, South, and West ponds (North Pond Sump, South Pond Sump, West Pond <br /> Southeast Sump, West Pond Northwest Sump, North Pond LCRS, and West Pond LCR ). <br /> If no leachate is present because the ponds are empty, reports shall note this information. <br /> 11. All LCRSs shall be tested annually to determine whether there is any obstruction in the <br /> pipes, and to demonstrate operation in conformance with WDRs. The results of these <br /> tests shall be reported to the Regional Water Board and shall include comparison with <br /> earlier tests made under comparable conditions. <br /> TABLE 4. The Class II surface impoundments (North Pond, South Pond, and West Pond) shall be <br /> sampled and analyzed quarterly as specified in the table below. Samples shall be <br /> collected at a convenient location at least 50 feet from the influent structure. Liquids from <br /> the surface impoundments shall be collected from designated locations at the North Pond, <br /> South Pond, and West Pond, and analyzed for the Constituents of Concern in Table 1 a <br /> the parameters listed in Table 5. Results of this monitoring shall be reported semiannuall <br /> with the corresponding groundwater monitoring reports. <br />
