- 5 : a. -The project site is adjacent to State P.oute 99 on its eastern boundary and is subject to excessive noise . The 1985 65db CNEL contour is 445 feet from the edge of the roadway. The projected 65db CNEL contour for 2005 is 704 feet from the roadway edge. Lots 18 , 19 , 20 , 21 , 22 , 23 , 24 , 25 , 26 , 27 , 38 , 39 , and 40 would be impacted. In addition, Lodi Linds Airport lies to the south of the pro- ject site . The existing 65 db CNE: contour for the air- port extends into all the lots having frontage on Jahant Road (Lots 39-47 , 54-60) . Noise contours for the "crosswinds" runway do not exist and need to be drawn before the full extent of the problem is known. A noise study with suggested measures for noise mitigation in compliance with County ordinance should be prepared. 6 . b. Jahant Slough runs through the project site and is designated as Conservation on the General Plan map. The California Department of Fish and Game has notified us that mature valley oaks line both sides of the Slough and that it has significant wetland habitat as well . A buffer zone should be created along Jahant Slough to protect the oaks and riparian habitat . 6 . c . Lodi Linds Airport is directly across Jahant Road, south of the proposed subdivision. The crosswinds runway passes over this subdivision. Residential construction on all lots within the Inner Approach/Climbout zone is prohi- bited. There was a fatal airplane crash within the pro- posed subdivision boundaries several years ago as a result of a plane hitting a powerline on Jahant Road. Possible mitigation measures would be to redesign the subdivision with clusters of houses away from the Inner Approach/Climb- out zone or to relocate the project to a more suitable location. The Department of Health Services discovered soil con- tamination at Lodi Linds Airport in January 1981 . The airport has been scheduled by CDHS for cleanup as a hazar- dous waste site . A complete study should be prepared to assess the level of soil contamination and possible ground water contamination by the chemicals identified by CDHS . 7 . a. Water and sewer will be provided by private water wells and septic systems. Terminal drainage to Jahant Slough is proposed. Additional information regarding the suitability of using Jahant Slough for terminal drainage should be obtained. 7 . b. The proposed subdivision would increase the demand for police protection. Possible mitigation measures would be to set up a Neighborhood Watch program and increase the staffing and patrol frequency of the Sheriff ' s Department . The proposed subdivision would increase the demand for fire protection. Mitigation measures should include what- ever the Woodbridge Fire District deems appropriate.
