- 5 : a. -The project site is adjacent to State P.oute 99 on its <br /> eastern boundary and is subject to excessive noise . The <br /> 1985 65db CNEL contour is 445 feet from the edge of the <br /> roadway. The projected 65db CNEL contour for 2005 is 704 <br /> feet from the roadway edge. Lots 18 , 19 , 20 , 21 , 22 , 23 , <br /> 24 , 25 , 26 , 27 , 38 , 39 , and 40 would be impacted. In <br /> addition, Lodi Linds Airport lies to the south of the pro- <br /> ject site . The existing 65 db CNE: contour for the air- <br /> port extends into all the lots having frontage on Jahant <br /> Road (Lots 39-47 , 54-60) . Noise contours for the <br /> "crosswinds" runway do not exist and need to be drawn <br /> before the full extent of the problem is known. A noise <br /> study with suggested measures for noise mitigation in <br /> compliance with County ordinance should be prepared. <br /> 6 . b. Jahant Slough runs through the project site and is <br /> designated as Conservation on the General Plan map. The <br /> California Department of Fish and Game has notified us <br /> that mature valley oaks line both sides of the Slough and <br /> that it has significant wetland habitat as well . A buffer <br /> zone should be created along Jahant Slough to protect the <br /> oaks and riparian habitat . <br /> 6 . c . Lodi Linds Airport is directly across Jahant Road, south <br /> of the proposed subdivision. The crosswinds runway passes <br /> over this subdivision. Residential construction on all <br /> lots within the Inner Approach/Climbout zone is prohi- <br /> bited. There was a fatal airplane crash within the pro- <br /> posed subdivision boundaries several years ago as a result <br /> of a plane hitting a powerline on Jahant Road. Possible <br /> mitigation measures would be to redesign the subdivision <br /> with clusters of houses away from the Inner Approach/Climb- <br /> out zone or to relocate the project to a more suitable <br /> location. <br /> The Department of Health Services discovered soil con- <br /> tamination at Lodi Linds Airport in January 1981 . The <br /> airport has been scheduled by CDHS for cleanup as a hazar- <br /> dous waste site . A complete study should be prepared to <br /> assess the level of soil contamination and possible ground <br /> water contamination by the chemicals identified by CDHS . <br /> 7 . a. Water and sewer will be provided by private water wells <br /> and septic systems. Terminal drainage to Jahant Slough is <br /> proposed. Additional information regarding the suitability <br /> of using Jahant Slough for terminal drainage should be <br /> obtained. <br /> 7 . b. The proposed subdivision would increase the demand for <br /> police protection. Possible mitigation measures would be <br /> to set up a Neighborhood Watch program and increase the <br /> staffing and patrol frequency of the Sheriff ' s Department . <br /> The proposed subdivision would increase the demand for <br /> fire protection. Mitigation measures should include what- <br /> ever the Woodbridge Fire District deems appropriate. <br /> Environmental Impacts - 2 - (Tract No. 1742 ) <br />
