CITY OF STOCKTON
DEPARTMENT OF PUBLIC WORKS
CITY HALL
STOCKTON, CA 95202-1997
June 3 , 1987
Chet Davidson, Director
Planning and Building Inspection
San Joaquin County
1810 East Hazelton Avenue
Stockton CA 95205
Attention: Harry Islas
COMMENTS ON COUNTY' S REFERRAL OF A USE PERMIT FOR
A RELIGIOUS CENTER ON HAMMER LANE AT STATE ROUTE 99
The City of Stockton, Public Works Department, reviewed the
subject project proposal . Staff offers the following comments
and concerns for inclusion in the discussion and approval of
this project:
1. The County' s consideration of this use permit could be
considered as premature, since this area was recently
returned to the City' s "General Plan Area" . Also the
Christian Life Center is participating in and being
considered as part of the North Stockton Traffic Study
currently being prepared by Omni-Means.
To most appropriately and equitably determine the
conditions to be considered as part of this use permit,
the Public Works Department recommends consideration of
this use permit be postponed until the North Stockton
Traffic Study is complete and this area is considered for
annexation to the City. This will allow the City, as the
agency responsible for providing services to the site, to
appropriately analyze and mitigate the site' s potential
impacts.
2 . Should the County not accept the above recommendation, the
following conditions should be included in the approval of
this use permit:
a. The owner/developer shall dedicate and improve Hammer
Lane along the site Frontage to provide a 61-foot wide
half section, including an eastbound left-turn lane to
serve the proposed "Access Road" .
"STOCKTON...CALIFORNIA'S SUNRISE SEAPORT"
