Staff offers the following comments <br /> and concerns for inclusion in the discussion and approval of <br /> this project: <br /> 1. The County' s consideration of this use permit could be <br /> considered as premature, since this area was recently <br /> returned to the City' s "General Plan Area" . Also the <br /> Christian Life Center is participating in and being <br /> considered as part of the North Stockton Traffic Study <br /> currently being prepared by Omni-Means. <br /> To most appropriately and equitably determine the <br /> conditions to be considered as part of this use permit, <br /> the Public Works Department recommends consideration of <br /> this use permit be postponed until the North Stockton <br /> Traffic Study is complete and this area is considered for <br /> annexation to the City. This will allow the City, as the <br /> agency responsible for providing services to the site, to <br /> appropriately analyze and mitigate the site' s potential <br /> impacts. <br /> 2 . Should the County not accept the above recommendation, the <br /> following conditions should be included in the approval of <br /> this use permit: <br /> a. The owner/developer shall dedicate and improve Hammer <br /> Lane along the site Frontage to provide a 61-foot wide <br /> half section, including an eastbound left-turn lane to <br /> serve the proposed "Access Road" . <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
