A <br /> professionally developed landscape plan should be required to <br /> provide details on species selection, type, number, size, and <br /> location, a description of how the landscaping will appear at <br /> maturity, a comparison of landscaping proposals with applicable <br /> Planning Title setback and visual screen regulations, a <br /> planting schedule, and details on landscaping operations and <br /> maintenance. An important component of the landscape plan will <br /> be the effective use of large trees, plantings, buffers, <br /> spacing, and/or berms to effectively soften the impact of the <br /> massive main sanctuary. <br /> For fencing, the site plan proposes a six-foot-high fence, <br /> using either wood or chain-link construction materials, <br /> depending on the location. Generally, a solid masonry or brick <br /> construction is preferred for fencing placed along the project <br /> site perimeter. Compared to wood fences, masonry or brick fen- <br /> ces are easier to maintain, provide a better appearance, and <br /> offer some noise attenuation. At a minimum, masonry or brick <br /> fencing should be required along the project sides adjacent to <br /> the Moreland Court and Hammer Lane residences and should <br /> entirely enclose the on-site sewage treatment plant area. The <br /> fencing along Hammer Lane should be set back sufficiently to <br /> allow for the installation of a significant landscape buffer <br /> within the required 30-foot set-back area. <br /> The project ' s aesthetic appearance is a major concern. The <br /> surrounding vicinity is largely open space with the exception <br /> of either single- or two-story residences and commercial <br /> buildings to the south and southeast . The perspective ren- <br /> derings submitted with the application were not adequate to <br /> establish a full appreciation for the built-out project ' s <br /> appearance . The sanctuary' s dome will have a diameter of 350 <br /> feet , 50 feet more than the length of a football field. The <br /> dome will extend up to a point 108 feet above grade. The dome <br /> would be about as tall as the County Courthouse located in <br /> downtown Stockton. With the dome roof placed atop the two- <br /> story sanctuary building, it will be the dominant landscape <br /> feature in the northeast area of Stockton. <br /> The application does not state whether lights or reflective <br /> materials are to be installed as part of the dome . Therefore, <br /> the concern with potential unaesthetic appearance remains unre- <br /> solved. <br /> Lighting: <br /> A lighting plan was not submitted with the application. <br /> Because of the potential for conflicts with area residences and <br />
