Such a plan should include details of the type of lighting, number of lights, locations, light standard heights, and directions of illumination. FACILITIES SERVICES: Interim, project-only services are proposed for sewage disposal , water supply, and storm drainage . The site plan notes that the project ultimately will hook up to City sewer and water systems, but it does not state when or how this is to be accomplished. At this time, it is uncertain whether the City will allow the pro- ject site to connect to its sewage disposal and water supply systems. The City has yet to take formal action on a number of studies, plans, and reports intended to identify service needs and constraints in the North Stockton area: • North Stockton Master Water Plan (March 1985) ° Waste Water Collection System Master Plan (May 1987 ) ° North Stockton Traffic Study (draft expected July 1987 ) • North Stockton Fiscal Impact Study (draft due August 1987) ° Environmental Impact Report for Stockton Auto Center, Phase 2 (draft due August 1987) Sewage Disposal : The applicant proposes to provide interim sewage disposal by installation of an on-site package treatment plant. This pro- posal is contrary to the unanimous recommendation of commenting public agencies that immediate connection to the City of Stockton sewer system be required if the project is approved. Water Supply_ The applicant ' s proposal to install an interim project-only well is inconsistent with public agency recommendations that the site connect immediately to the City of Stockton water supply system. The County recently received an application referral for a City subdivision located on the south side of Hammer Lane just west of its intersection with the EBMUD line. The map submitted for that project identifies a City well site at the northeast
