In the event that the project is approved without the require- ment of connection to the City of Stockton water system, the County Department of Public Works recommends that the project be allowed to use a private water system on an interim basis, provided that the system is designed for future connection to the City of Stockton system when a connection becomes available. Storm Drainage : The applicant proposes to use a five-acre on-site percolation pond for storm drainage. A terminal storm drainage system is not available in the project area at this time . The Department of Public Works recommendation, in the event of application approval , is that the on-site drainage pond be allowed on an interim basis, provided the system is designed for terminal drainage when a terminal system has been created. Police and Fire Services: County police services are provided by the Shediff/Coroner. County fire protection service is provided by the Waterloo- Morada Fire District . Schools: The project site is located within the Lodi Unified School District . The payment of development fees to the school district would be required prior to the issuance of project building permits . Utilities: Gas and electricity are provided by the Pacific Gas & Electric Company. Pacific Bell provides local telephone service. ENVIRONMENTAL CONSIDERATIONS : If the Planning Commission denies the project as recommended by staff , the denial action will be considered exempt from the requirements of the California Environmental Quality Act . If the Commission intends , however, to either approve or conditionally approve the project , then an environmental determination is necessary. Either a Negative Declaration or an Environmental Impact Report would be required for this determination.
