The owner/developer shall dedicate and improve Hammer Lane <br /> along the site frontage to provide a 61-foot-wide half <br /> section, including an eastbound left-turn lane to serve <br /> the proposed "Access Road. " <br /> b. The owner/developer shall be responsible for 100 percent <br /> of the cost of the traffic signals at the following loca- <br /> tions : <br /> - Hammer Lane/East State Route 99 Frontage Road <br /> - Hammer Lane/West State Route 99 Frontage Road <br /> - Hammer Lane/Christian Life Center Access <br /> c. The proposed "Access Road" shall be a minimum of 52 feet <br /> wide, curb to curb. <br /> d. The owner/developer shall improve the intersection of <br /> Hammer Lane/West State Route 99 Frontage Road to provide a <br /> right-turn lane, a left-turn lane, and a through lane on <br /> all approaches . <br /> e. The owner/developer shall improve the intersection of <br /> Hammer Lane/East State Route 99 Frontage Road to include <br /> an eastbound right-turn lane and a westbound left-turn <br /> lane. <br /> f . The owner/developer shall be responsible for 100 percent <br /> of the cost of any infrastructure oversizing needed/provided <br /> to serve the area. Connection to any "City system, " prior <br /> to annexation, will require City approval of an "Outside <br /> Connection Request . " <br /> The City, at the request of the owner/developer, would <br /> attempt to form areas of benefit to partially recover the <br /> costs of the signalization and street improvements at the <br /> East and West State Route 99 Frontage Road intersections <br /> with Hammer Lane. <br /> 2 . County of San Joaquin Department of Public Works: <br /> a. An Improvement Plan, prepared by a Registered Civil <br /> Engineer, showing sewer, water, and drainage systems, <br />
