2. Background <br /> 2. SITE HISTORY <br /> The site is located at 75 West Valpico Road about 2 miles south of the City of Tracy (City). The <br /> facility is rectangular in shape and is approximately 15 acres in size. The site is bordered by The <br /> West Side Irrigation District canal and a residential area to the north, light-industrial and <br /> commercial areas to the south, and open fields on both the east and west sides. G-P conducted <br /> operations at the site as a chemical packaging facility from 1978 to 1986. G-P transferred facility <br /> ' ownership to Stewart Walker Company in 1986, when plastic bottles were made at the site. The <br /> facility is presently operated as a container manufacturing facility by Consolidated Container <br /> Company. <br /> ' The site features a stormwater percolation basin (basin) on the north side that was constructed in <br /> 1978. The basin was used for disposal of waste cooling water and stormwater runoff from the <br /> plant. The basin is approximately 13 feet belowgrade and had continuously contained a pond of <br /> water since at least the early 1980s. Chloroform was formed in the basin when sodium <br /> hypochlorite bleach was added to the ponded water to mitigate complaints of sulfite-type odors <br /> ' in July 1984. Prior to chlorination, samples were taken from the pond and analyzed. Chloroform <br /> was not reported in any of the samples. After the addition of sodium hypochlorite bleach, another <br /> set of pond water samples were collected and analyzed in August 1984. Chloroform was reported <br /> in these samples. Concentrations ranged between 180 and 220 milligrams per liter. While the <br /> majority of the chloroform was created after pond treatment, discharge of treated drinking water <br /> ' from the City's South Area Well facility to the basin was recognized as a secondary source of <br /> chloroform contamination. <br /> ' A sample of City tap water collected in July 1985 contained a reported chloroform concentration <br /> of 13 micrograms per liter. A Cleanup and Abatement Order was issued by the RWQCB on <br /> September 25, 1984.
