The Report documents Musco's existing salinity source reduction program <br /> and evaluates alternatives to further reduce salinity constituents in wastewater generated by Musco's <br /> olive processing facility near Tracy. The Report was accompanied by a 31 March 2003 letter from <br /> Mr. Michael A. Campos of Stoel Rives, LLP. By letter dated 9 April 2003, Mr. Ben Hall of Musco <br /> certified the Report in accordance with General Reporting Requirement B.3 of Standard Provisions and <br /> Reporting Requirements, which are incorporated in the WDRs by reference. <br /> Effluent Salinity Limitations and Compliance Schedule. Order No. R5-2002-0148, Effluent <br /> Limitation C.1, establishes the following maximum concentrations of salinity constituents in wastewater <br /> discharged to the 1-million gallon settling pond: total dissolved solids (TDS) (2,047 mg/L), sodium <br /> (597 mg/L), and chloride (601 mg/L). These salinity effluent limitations were based on limited data and <br /> were intended to be protective of groundwater quality while multiple problems at this facility were <br /> addressed and better data collected. Cleanup and Abatement Order No. R5-2002-0149 establishes, in <br /> part, a 6 September 2002 deadline to reduce TDS to 4,7/00 mg/L and sodium to 739 mg/L; a 6 September <br /> 2003 deadline to reduce TDS to 3,373 mg/L and sodium to 668 mg/L; and a 6 September 2004 deadline <br /> to achieve full compliance with Effluent Limitation C.1. <br /> Report Review. The Report provides an overview of Musco's current discharge. Concentrated waste is <br /> discharged to evaporation ponds and less concentrated waste is discharged to a 1-million gallon settling <br /> pond prior to discharge to land at agronomic rates. Waste discharged to the evaporation ponds includes: <br /> softener regeneration, boiler blowdown, flotation brine, and brine leakage from olives on the conveyor <br /> belts. Waste discharged to the 1-million gallon settling pond includes: influent water filter backwash, <br /> used flume water during the harvesting season, spent storage solution, three lye rinses, carbon dioxide <br /> rinses, spent ferrous gluconate solution, transport water, pitter start tank water, accumulation tank water, <br /> any water reaching the pitter/accumulation tank area floor drain, wash water reaching the cannery area <br /> California Environmental Protection Agency <br /> CO Recycled Paper <br /> The energy challenge facing California is real.
