' Mr. Ben Hall • • <br /> 3 <br /> Musco Family Olive Company 8 June 2003 <br /> extended one full year to 6 September 2005. He explains that the major modifications have been <br /> identified and implemented and that the additional time is necessary to determine the extent to which <br /> wastewater treatment and/or other reuse options will be required, and to properly design and implement <br /> treatment and reuse options based upon the results of the background groundwater quality evaluation. <br /> He also cites Musco's cash flow constraints as a contributing factor in this extension request. By letter <br /> dated 21 May 2003, Mr. Campos reiterated this request and offered an alternative compliance schedule <br /> that would establish interim effluent limitations for TDS of 3,000 mg/L and sodium of 668 mg/L <br /> effective 6 September 2004. This request appears reasonable for consideration by the Regional Board. <br /> Regional Board staff is preparing and will circulate for public comment a tentative Special Order to <br /> revise the Cleanup and Abatement Order accordingly. <br /> The Report is incomplete. Please submit by 29 August 2003, a supplement to the Report containing: <br /> I. Work plans and implementation schedules for <br /> a. modifying or replacing the parabolic screen in accordance with the Report's <br /> recommendations, and <br /> b. implementing corrective measures to preclude the overflow of brine from the flotation <br /> brine makeup tank; _ <br /> 2. A revised Table 5: Estimated Mass Loading for Individual Waste Streams that includes an <br /> Estimated Mass Loading Calculations column for Chloride; <br /> 3. A recommendation for Musco to consider installing a continuous electrical conductivity(EC) <br /> meter and automated EC controls on valves in the canning area floor drain to ensure high EC <br /> wastewater is discharged exclusively to the evaporation ponds and, if deemed infeasible by <br /> Musco, the reason(s) for not implementing this recommendation; <br /> 4. An evaluation of whether other floor drains, such as the containment area floor drain, should be <br /> re-routed to discharge exclusively to the evaporation ponds; and <br /> Please be advised that the following certification statement is required on all documents submitted <br /> pursuant to Order No. R5-2002-0148, including the supplement to the Report: <br /> I certify under penalty of law that this document,including all attachments and supplemental <br /> information, were prepared under my direction and supervision in accordance with a system <br /> designed to assure that qualified personnel properly gathered and evaluated the information <br /> submitted. Based on my inquiry of the person or persons who manage the system, or those <br /> persons directly responsible for gathering the information, the information submitted is, to the <br /> best of my knowledge and belief, true, accurate, and complete. I am aware that there are <br /> significant penalties for submitting false information, including the possibility of fine and <br /> imprisonment. <br /> By 1 January 2004, please submit an addendum to the Report that characterizes the salinity constituents <br /> in the flume water discharge and includes supporting laboratory analytical reports. <br />
