The Plan describes the sources, storage, treatment, and disposal of solid waste and was <br /> submitted pursuant to Provision-G 2.g of Waste Discharge Requirements Order No. R5-2002-0148 <br /> (WDRs). The Plan was not certified in accordance with Standard Provisions, General Reporting <br /> Requirement B.3. <br /> Solids Disposal paragraph E.1 of the WDRs requires the removal of sludge and other solids from <br /> wastewater treatment equipment, sumps, etc., as needed to ensure optimal plant operation and adequate <br /> hydraulic capacity and the disposes of sludge and solids in a manner consistent with Title 27, Division 2, <br /> Subdivision I of the California Code of Regulations and approved by the Executive Officer. Effluent <br /> Limitation C.2 of the WDRs limits the maximum loading of total nitrogen to land application areas to <br /> the crop's agronomic rate or 480 lbs/ac-year, whichever is lower. The WDRs require plant available <br /> nitrogen to be calculated as 100 percent of the total nitrogen content of the waste, unless and until <br /> another proportion is demonstrated to be technically justified. Provision G.14 of the WDRs describes <br /> the actions necessary to demonstrate the acceptability of a nitrogen loading in excess of that prescribed <br /> by Effluent Limitation C.2: <br /> If the Discharger can demonstrate to the satisfaction of the Executive Officer that higher nitrogen loadings <br /> than that specified in the Effluent Limitations will not cause or contribute to cause waste constituents to leach <br /> into and degrade underlying groundwater, or cause any other violation of the terms and conditions of this <br /> Order,then this Order may be reopened for consideration of revision of nitrogen loading limits. The <br /> demonstration shall include the submittal of a technical report that describes, at a minimum, the results of a <br /> field demonstration project conducted over the course of at least two years on similar soil types as those in the <br /> land application areas and using similar food processing wastewater as that described in the Findings. Any <br /> proposed field demonstration project will be regulated under the terms and conditions of separate waste <br /> discharge requirements. As such, at least 120 days prior to conducting the field demonstration project,the <br /> Discharger(and/or other reasonable party)must submit a complete Report of Waste Discharge for the <br /> proposed field demonstration project. <br /> California Environmental Protection Agency <br /> ` 0 Recycled Paper <br /> The energy challenge facing California is real.
