You explain that Kleinfelder, Inc. <br /> (Kleinfelder) submitted on 30 April 2002 a report on the installation of 13 wells; a proposal on 26 <br /> September 2002 to install three additional monitoring wells in the vicinity of the new storage reservoir; <br /> and a work plan on 29 October 2002 for conducting additional hydrogeologic investigation, replacing <br /> monitoring well no. 9, and installing pan lysimeters. Regional Board staff provided comments to Musco <br /> on the latter work plan and requested additional information,but did not copy Kleinfelder. You indicate <br /> that Musco was not aware of the oversight and that Kleinfelder's response to the request was delayed <br /> until 18 March 2003. Regional Board staff in the Fresno office, which now has oversight over this <br /> discharge, has not yet responded to Meinfelder's 18 March addendum. You also state that soil moisture <br /> data now being collected should provide valuable information for selecting the most suitable locations <br /> for pan lysimeter installation. <br /> An extension cannot be granted to the 1 May 2003 deadline stipulated in Provision G.2.h of the WDRs <br /> except by Regional Board action. However, your request for more time appears reasonable under the <br /> circumstances and staff will initiate no enforcement action over this delay provided the Groundwater <br /> Well and Lysimeter Installation Report is submitted by 8 September 2003.
