Page 2
February 14, 1989
Ms. Kitty Walker
- A discussion which recommends mitigation measures for signifi-
cant impacts and a reference to funding responsibility for improve-
ments made necessary by project traffic. The mitigations estab-
lished for this project, including developments of Project Study
Reports, should be integrated with the mitigation and financial
mechanisms established by the County of San Joaquin.
- The study should examine and discuss transportation system man-
agement and transit issues in relation to this project. An example
would be the potential interfacing of a dedicated park and ride lot
with a commuter bus service for project residents who commute
over the Altamont Pass to the Bay Area for employment.
- Please note that improvements are planned for I-205 from 4 to 8
lanes in contradiction to page 3.8. T1:ese improvements have not
been funded at this time.
Our District Office in San Francisco, which includes Alameda and Contra Costa
County within its jurisdiction, is also reviewing this document. Their comm-
ents will be forwarded to you when received.
It is recommended that the project proponents, the County and Caltrans meet
and discuss the transportation aspects of this project early in the application
process. We would be particularly interested in discussing the project traffic
study as well as the transit and TSM programs envisioned for this project.
We appreciate the opportunity to comment on the preapplication review
document and look forward to working with you on this project. Any
questions regarding this review may be directed to me at the above noted
telephone number.
Very truly oYrs,
KENNETH W. BAXTER
ATSD Coordinator
cc: P.
