Letter to Kitty Walker <br /> February 24, 1992 <br /> Page - 2 - <br /> In general, it would have been helpful in reviewing the plan, to <br /> have had the applicant describe which particular "mitigations" were <br /> addressed in the plan, and then to label where on the land use plan <br /> that "mitigation" was to be found. It is difficult to determine if <br /> this "mitigated" plan truly mitigates many or just one of the <br /> suggested impacts that the authors of the EIR identify. <br /> The mitigated plan as proposed still does not address the impacts <br /> upon the City of Tracy or any of the issues raised in the January <br /> 30, 1992 letter regarding the original project. The same comments <br /> are included by reference with this correspondence. The unrealistic <br /> assumptions contained within factors for market absorptions, <br /> internal trip capture and fiscal calculations have not been <br /> resolved. Although some progress has been made in this area, the <br /> mitigated plan makes no new information available other than a re- <br /> arrangement of land use. <br /> Thank you for the opportunity to address the "mitigated" plan. I <br /> hope the comments will assist in your review of the project. <br /> The comments provided in this review are applicable only to the <br /> Mitigated Plan mailed on January 24, 1992 .
