ATTACHMENT A MOUNTAIN HOUSE NEW TOWN GENERAL PLAN AMENDMENT MITIGATION MONITORING PROGRAM Introduction: This attachment contains the entire mitigation monitoring program from the Final Environmental Impact Report. This program should be adopted and incorporated into any action to adopt the General Plan Amendment for the Mountain House New Town. Based on the Findings contained in Attachments C and C-1, some of the mitigations have been modified or deleted. There are also several instances when a specific mitigation will be satisfied in the implementation of the General Plan 2010. In order for the following program to be as accurate as possible, the following modifications should be adopted as part of the program. If the program is adopted, these changes will be incorporated into the table. The proposed policy delineated below (and included in Attachment B) will also ensure compliance with all mitigation measures identified at subsequent application stages: Subsequent plans (including but not limited to Specific Plans, Public Financing Plans, Public Services and Facilities Plans) shall specifically address all mitigation measures identified in the Mountain House General Plan Amendment EIR (ER-91-1). If, as a result of project modifications, mitigation measures are no longer required, or can be modified, these changes shall be specifically called out in the applicable subsequent environmental documentation. Recommended Modifications to the Mitigation Monitoring Program: Mitigation 4.1-1(c): A study of impact fees for agricultural land conversion is to be done as part of the General Plan 2010 implementation. Mitigation 4.1-2(a): The requirement for a 1000-foot-wide buffer has been modified to 500 feet. This modification is discussed in Attachment C-1 and is further included as a proposed text amendment in Attachment B. Mitigation 4.2-1(k): This mitigation has been incorporated into the revised land use diagram. Mitigation 4.2-2: The redesignation of land around existing cities will be addressed in the EIR for the General Plan 2010. Mitigation 4.8-1(a): The requirement for a major visual setback has been modified to a 200-foot minimum landscaped setback adjacent to 1-205, along with a redesignation of the land uses adjacent to the freeway that have been incorporated into the revised land use diagram. This modification is discussed in Attachment C-1 and in the staff analysis. Mitigation 4.13-3(a): The mitigation requiring retention of the 3.3-acre emergent wetland has been incorporated into the revised land use diagram. This modification is discussed in Attachment C-1.
