ATTACHMENT A <br /> MOUNTAIN HOUSE NEW TOWN GENERAL PLAN AMENDMENT <br /> MITIGATION MONITORING PROGRAM <br /> Introduction: <br /> This attachment contains the entire mitigation monitoring program from the Final Environmental Impact <br /> Report. This program should be adopted and incorporated into any action to adopt the General Plan <br /> Amendment for the Mountain House New Town. <br /> Based on the Findings contained in Attachments C and C-1, some of the mitigations have been modified <br /> or deleted. There are also several instances when a specific mitigation will be satisfied in the <br /> implementation of the General Plan 2010. In order for the following program to be as accurate as possible, <br /> the following modifications should be adopted as part of the program. If the program is adopted, these <br /> changes will be incorporated into the table. <br /> The proposed policy delineated below (and included in Attachment B) will also ensure compliance with <br /> all mitigation measures identified at subsequent application stages: <br /> Subsequent plans (including but not limited to Specific Plans, Public Financing Plans, Public <br /> Services and Facilities Plans) shall specifically address all mitigation measures identified in the <br /> Mountain House General Plan Amendment EIR (ER-91-1). If, as a result of project modifications, <br /> mitigation measures are no longer required, or can be modified, these changes shall be <br /> specifically called out in the applicable subsequent environmental documentation. <br /> Recommended Modifications to the Mitigation Monitoring Program: <br /> Mitigation 4.1-1(c): A study of impact fees for agricultural land conversion is to be done as part of the <br /> General Plan 2010 implementation. <br /> Mitigation 4.1-2(a): The requirement for a 1000-foot-wide buffer has been modified to 500 feet. This <br /> modification is discussed in Attachment C-1 and is further included as a proposed text amendment in <br /> Attachment B. <br /> Mitigation 4.2-1(k): This mitigation has been incorporated into the revised land use diagram. <br /> Mitigation 4.2-2: The redesignation of land around existing cities will be addressed in the EIR for the <br /> General Plan 2010. <br /> Mitigation 4.8-1(a): The requirement for a major visual setback has been modified to a 200-foot minimum <br /> landscaped setback adjacent to 1-205, along with a redesignation of the land uses adjacent to the freeway <br /> that have been incorporated into the revised land use diagram. This modification is discussed in <br /> Attachment C-1 and in the staff analysis. <br /> Mitigation 4.13-3(a): The mitigation requiring retention of the 3.3-acre emergent wetland has been <br /> incorporated into the revised land use diagram. This modification is discussed in Attachment C-1. <br /> Attachment A - 1 - (PC: 4-9-92) <br />
