Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> 2. The Department has inspected the constructed <br /> facility and finds it is in compliance with the <br /> conditions of the permit; or <br />} 3 . The Department has either waived the inspection or <br /> has not within 15 days notified the owner or <br /> operator of its intent to inspect. <br /> J. Waste Minimization Certification <br /> The owner or operator shall certify annually, by <br /> March 1, for the previous year ending December 31, <br /> that: <br /> 1. The facility has a program in place to reduce the <br /> volume and toxicity of all hazardous wastes which <br /> are generated by the facility operations to the <br /> degree, determined by the owner and/or operator, <br /> to be economically practicable; and <br /> 2 . The method of storage is the only practicable <br /> method currently available to the facility which <br /> minimizes the present and% future threat to human <br /> health and the environment. <br /> The owner or operator shall make this certification in <br /> accordance with CCR, Title 22, Section 66270. 11. The <br /> owner and/or operator shall submit the certification to <br /> the Regional Administrator and shall record and <br /> maintain on-site such certification in the facility <br /> operating record. <br /> K. Waste Minimization Conditions <br /> 1. The owner and/or operator shall comply with the <br /> Hazardous Waste Source Reduction and Management <br /> Review Act requirements that are specified in the <br /> H&SC, Sections 25244. 19, 25244 . 20 and 25244.21, <br /> and any subsequent applicable promulgations. <br /> 2 . The owner and/or operator shall submit a copy of <br /> all reviews, plans, plan summaries, reports and <br /> report summaries required by Section II.K. 1. <br /> above, to the Regional Administrator on or before <br /> September 1, 1992, and by September 1, every four <br /> years thereafter. <br /> -10- <br />
