d. Sample or monitor, at reasonable times, for the <br /> purposes of assuring permit compliance or, as <br /> otherwise authorized by law, any substances or <br /> parameters at any location. <br /> e. Photograph the facility, its contents and waste <br /> management operations during inspections and site <br /> visits. <br /> 10. Planned Changes <br /> The owner or operator shall obtain approval from the <br /> Department as soon as possible and at least 30 days in <br /> advance of any planned physical alternations or additions <br /> affecting operation of the hazardous waste area of the <br /> permitted facility. <br /> 11. Anticipated Noncompliance <br /> The owner or operator shall give advance notice to the <br /> Department of any planned changes in the permitted <br /> facility or activity which may result in noncompliance <br /> with permit requirements . The owner or operator shall <br /> report to the California Office of Emergency Services, <br /> (800) 852-7550, any circumstances that may endanger <br /> public health or the environment immediately upon <br /> becoming aware of the incident. <br /> 12. Twenty-Four Hour Reporting <br /> The owner or operator shall report to the Department any <br /> noncompliance which may endanger health or the <br /> environment. Any information shall be provided verbally <br /> within 24 hours from the time the owner or operator <br /> becomes aware of the noncompliance. The following shall <br /> be included as information which must be reported <br /> verbally within 24 hours to the Department of Health <br /> Services, Region One, Toxic Substances Control Program, <br /> 10151 Croydon Way, Sacramento, California 95827 at <br /> (916) 855-7700. <br /> a. Information concerning a release of any hazardous <br /> waste which may cause an endangerment to public <br /> drinking water supplies. <br /> b. Information concerning any release or discharge of <br /> hazardous waste, or of fire or explosion from the <br /> facility, which could threaten human health or the <br /> environment outside the facility. The description <br /> of the occurrence and its cause shall include: <br /> (1) Name, address and telephone number of the <br /> owner or operator; <br /> -6- <br />
