An October 1993, integrity test indicated that the tank was <br /> leaking. The Respondent currently employs no adequate means to <br /> detect water in the tank, as an indicator to determine if the <br /> tank is leaking or fit for use. <br /> 2.3 Respondent violated Title 22, Cal. Code Regs. , Section <br /> 66265.196(e) (1) : On or about October 1993, Respondent violated <br /> Title 22, Cal. Code Regs. , Section 66265.196(e) (1) , in that a <br /> 6 <br /> release from an underground tank (UGT) was not reported to the <br /> Department within 24 hours of detection, to wit: The UGT at <br /> Building 707 was found to be leaking in October 1993, after an <br /> integrity test was performed on the system. This release was not <br /> reported to the Department until June 1994. <br /> 2.4 Respondent violated Title 22, Cal. Code Regs. , Section <br /> 66265.196 (e) (3) : On or about November, 1993, Respondent violated <br /> Title 22, Cal. Code Regs. , Section 66265.196(e) (3) , in that <br /> Respondent did not submit to the Department a written report <br /> regarding the release of hazardous waste from an underground tank <br /> (UGT) within 30 days of discovery, to wit: Respondent did not <br /> provide the Department with a copy of a report regarding the <br /> release from the UGT at Building. 707 within 30 days. <br /> 2.5 Respondent violated Title 22, Cal. Code Regs. , Section <br /> 66262.34 (f) (3) : On or about April 21, 1993, Respondent violated <br /> Title 22, Cal. Code Regs. , Section 66262.34 (f) (3) in that the <br /> labels on several containers were incomplete, to wit: Non- <br /> stationary containers storing hazardous waste (waste oil - <br /> Buildings 706D, 508, 617A% waste coolant - Building 706Dj used <br /> automatic transmission fluid - Building 617A) were not labeled or <br /> 3 <br />
