Channel, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />(CLASS 1, CLASS 11, or MINOR -Notice to Comply) <br />This is the final version of the Official Inspection Report. This version supersedes the previous <br />Checklist Only provided on 611812014. <br />(Violation continues from Page 5) <br />Regulations (CCR) 26265.16(c), facility personnel shall take part in an annual review of the initial <br />training for hazardous waste management including spill prevention and contingency plan <br />implementation procedures in accordance to CCR 26265.16(a). Immediately provide annual review of <br />initial training to personnel and submit evidence and description,of the training to EHD by 9/8/2014. <br />122 & 125. Copies of hazardous waste disposal records for the last three years were not found on site, <br />nor has generator provided any documentation to meet return to compliance for the same violation cited <br />in the routine hazardous waste inspection report dated August 30, 2013. Hazardous waste <br />generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a <br />consolidated manifesting procedure on site for three years and have them readily available for review. <br />Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, <br />and submit copies to the EHD by 9/812014. <br />128. Bills of lading for the recycling of used oil filters for the last three years were not found on site, nor <br />has generator met return to compliance for the violation cited in the routine hazardous waste <br />inspection report dated August 30, 2013. A copy of each bill of lading must be kept on site for at least <br />three years. Immediately locate a copy of all bills of lading for used oil filters for the last three years, <br />maintain them on site, and submit copies to the EHD by 9/8/2014. <br />301. Observed spillage in Building A, in Building D, alley between Building B and C, on shelves and lab <br />bench at the lab, in and outside the berm area of tank clusters (see Violation #108 and associated <br />photos). Also, generator stated the spillage during the inspection on August 30, 2013 (solvent waste, <br />chemical powder, corrosive liquid inside berm, staining or dry puddles from spillage of oily, corrosive, or <br />unknown substances at the tank cluster) had been cleaned up, but provided no disposal records during <br />this inspection nor were any been received by EHD. Facilities shall be maintained and operated to <br />minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water <br />which could threaten human health or the environment. Immediately clean up the spill and dispose of <br />the wastes generated from the clean up in accordance to Title 22, and begin operating facility in a <br />manner that will minimize the release of hazardous waste, and submit evidence of correction to the <br />EHD by 9/8/2014. <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Jeffrey Wong (209) 468-0335 <br />Received By: <br />14, 7N 4 t tzo 14 <br />Title: <br />1 <br />EHD 23-02-003 Rev 04119/12 CONTINUATION FORM <br />
