Channel, Stockton <br />SUMMARY OF VIOLATIONS <br />(CLASS 1, CLASS 11, or MINOR -Notice to Comply) <br />This is the final version of the Official Inspection Report. This version supersedes the previous <br />Checklist Onlyprovided on 6/1812014. <br />304. No spill control / decontamination equipment appropriate for various chemicals, nor has generator <br />met return to compliance for the violation cited in the routine hazardous waste inspection report <br />dated August 30, 2013. Facility shall be equipped with portable fire extinguishers, fire control <br />equipment, spill control equipment, and decontamination equipment for release of hazardous waste. <br />Immediately provide spill control and decontamination equipment, and submit evidence of correction to <br />EHD by 9/8/2014. <br />404. Multiple hazardous waste containers were not closed at the lab (Photo # 6, 7), in building (Photo <br />#15), and outside (Outdoor Photo # 9,10,14). Also the same violation observed Hazardous waste <br />containers shall be closed at all times except when adding or removing waste. Immediately close these <br />containers, and ensure all hazardous waste containers are closed when not adding or removing waste. <br />Submit evidence of correction to EHD by 918/2014. <br />407. Multiple empty hazardous waste/material containers greater than 5 -gallon volume drums at the <br />outdoor yard were not labelled, with the date when they became empty. Containers larger than five <br />gallons- that previously held a hazardous material or waste shall be marked with the date they were <br />emptied and managed within one year of being emptied. Immediately mark all such empty containers <br />per this section if they have been on site less than one year of becoming empty, and for empty <br />containers stored longer manage them by either reuse, recycle, or disposal. Submit evidence of <br />correction to EHD by 9/8/20,14. <br />605 & 701. Multiple hazardous waste containers cited on Violation Item 9-108 (Photo #20, 21, lab photos) <br />were not labeled, nor has generator addressed the same violation in the routine hazardous waste <br />inspection report dated August 30, 2013. Hazardous waste may be stored on site up to maximum of <br />180 days, and all hazardous waste containers shall be marked with the following information: <br />1. the words "Hazardous Waste"; 2. name and address of generator; 3. hazardous properties; <br />4. physical state; 5. composition (contents); 6. accumulation start date <br />Immediately label all hazardous waste containers and ensure that all containers are marked with all the <br />required information. Since there is no accumulation start date, the hazardous waste containers are <br />considered to have been on site exceeding 180 days.
