Channel, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />122 & 125. Copies of hazardous waste disposal records for the last three years were not found on site. <br />Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all <br />receipts used in a consolidated manifesting procedure on site for three years and have them readily <br />available for review. Immediately locate a copy of all manifests and receipts for the last three years, <br />maintain them on site, and submit copies to the EHD by 10/09/2013. <br />128. Bills of lading for the recycling of used oil filters for the last three years were not found on site. A <br />copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all <br />bills of lading for used oil filters for the last three years, maintain them on site, and submit copies to the <br />EHD by 10/09/2013. <br />301. Witnessed spillage of solvent waste at the parts -washer drum area (see above #108, photo #11), <br />chemical powder on the floor by the scale (photo #6,7), corrosive liquid inside berm (photo #16), green <br />possibly corrosive liquid on cracked pavement (photo #9), and staining or dry puddles from spillage of <br />oily, corrosive, or unknown substances at the processing tank area, the packing warehouse north of <br />processing tanks, the repair shop, and multiple locations at 1015 Channel address. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br />air, soil, or surface water which could threaten human health or the environment. Immediately clean up <br />the spill and dispose of the wastes generated from the clean up in accordance to Title 22, and begin <br />operating facility in a manner that will minimize the release of hazardous waste, and submit evidence of <br />correction to the EHD by 10/09/2013. <br />304. Except soda ash which the owner stated is used for neutralizing acid spill, did not observe <br />availability of spill control / decontamination equipment appropriate for various chemicals and oily <br />materials used at this facility. Facility shall be equipped with portable fire extinguishers, fire control <br />equipment, spill control equipment, and decontamination equipment for release of hazardous waste. <br />Immediately provide spill control and decontamination equipment, and submit evidence of correction to <br />EHD by 10/09/2013. <br />404. Witnessed multiple open containers of hazardous materials owner stated to be waste (see Item <br />108) during this inspection. Hazardous waste containers shall be closed at all times except when adding <br />or removing waste. Immediately close these containers and ensure all hazardous waste containers are <br />closed when not adding or removing waste.
