(k) 24-Hour Reporting <br /> The owner or operator shall report to the Department any <br /> noncompliance which may endanger health or the environment. <br /> Any information shall be provided within 24 hours from the <br /> time the owner or operator becomes aware of the noncompliance. <br /> The following shall be included as information which must be <br /> reported within 24 hours: <br /> (1) Information concerning release of any hazardous waste <br /> that may cause an endangerment to public drinking water <br /> supplies. <br /> (2) Any information of a release or discharge of hazardous <br /> waste, or of a fire or explosion from the facility, <br /> which could threaten the environment or human health <br /> outside the facility. The description of the occurrence <br /> and its cause shall include: <br /> (i) Name, address, and telephone number of the owner or <br /> operator; <br /> (ii) Name, address, and telephone number of facility; <br /> (iii) Date, time, and type of incident; <br /> (iv) Name and quantity of material(s) involved; <br /> (v) The extent of injuries, if any; <br /> (vi) An assessment of actual or potential hazard to the <br /> environment and human health outside the facility, <br /> where this is applicable; and <br /> (vii) Estimated quantity and disposition of recovered <br /> material that resulted from the incident. <br /> A written submission shall also be provided within 15 days of <br /> the time the owner or operator becomes aware of the circum- <br /> stances. The written submission shall contain a description <br /> of the noncompliance and its cause; the periods of noncompli- <br /> ance (including exact dates and times) , and if the noncompli- <br /> ance has not been corrected, the anticipated time it is <br /> expected to continue; steps taken to mitigate the noncompli- <br /> ance; and steps taken or planned to reduce, eliminate, and <br /> prevent reoccurrence of the noncompliance. <br /> (1) Emergency Notification <br /> The owner or operator shall report to the California Office <br /> of Emergency Services ((415) 781-0822) any circumstances that <br /> -6- <br />
