Mr. Baker escorted Ms. Violett and me to his office where <br /> we discussed the plant operation and Mr. Baker showed us <br /> copies of the 1990 DPI hazardous waste manifests. The <br /> filter cake is still being hauled by Haz Control, Inc. , to <br /> Cypress Mines. <br /> Ms. Violett and I spoke to Mr. Baker about his training <br /> plan. Mr. Baker gave me a copy of the 1990 training done <br /> on September 24, 1990 for the business emergency plan, and <br /> a sign up sheet for 1990 emergency plan, and hazardous <br /> materials/MSDS training. <br /> Mr. Baker stated that he was anxious to take 40 hour <br /> training himself to meet OSHA requirements and then train <br /> his people. This may be an option for Mr. Baker, however, <br /> training must cover required information. <br /> Mr. Baker does not have a variance for onsite treatment <br /> (de-watering) of sludge. I discussed the possibility of <br /> DPI applying for Permit by Rule (PBR) with the Department <br /> of Toxic Substances Control. <br /> Next, Mr. Baker escorted Ms. Violett and me on a tour of <br /> the plating operation. We were shown the bumper replating <br /> process. The first stop was where bumpers are ground down <br /> to eliminate defects and rust. Next, the bumpers are <br /> primed with a precoat before traveling into the dip room. <br /> In the dip room the bumper is dipped into baths containing <br /> zinc cyanide, chromic acid, nickel, nitric acid, sulfuric <br /> acid, and potassium hydroxide. The bumpers and other <br /> treated parts emerge from the polishing room with a <br /> gleaming finish. <br /> Mr. Baker showed Ms. Violett and me a room designated as a <br /> lab for onsite testing of wastewater before discharging <br /> into the sewer. City of Stockton Municipal Utilities runs <br /> periodic tests on DPI's wastewater discharge to confirm <br /> discharge permit requirement compliance. <br /> The next stop was the sludge de-watering operation. The <br /> sludge is put into a filter press which separates the <br /> sludge into filter cake (to be shipped as hazardous waste) <br /> and wastewater for discharge to the sewer. One person <br /> performs this operation. <br /> Mr. Baker showed Ms. Violett and me the alarm buzzer for <br /> summoning help to the hazardous waste treatment area in <br /> case of emergency. <br /> Finally, Mr. Baker showed Ms. Violett and me the hazardous <br /> waste storage area.
