Mr. Doug Baker December 30, 1986 (a) The resulting waste, mixture or dissolution of material no longer meets the definition of ignitable or reactive waste under Article 11 of this chapter; and (b) Section 67106(b) is complied with; or (2) The waste is stored or treated in such a way that it is protected from any material or conditions which may cause the waste to ignite or react; or (3) The tank is used solely for emergencies. 67106(b) Where specifically required by other sections of Articles 18 through 32, the owner or operator of a facility that treats, stores or disposes ignitable or reactive waste, or mixes incompatible waste or incompatible wastes and other materials, shall take precautions to prevent reactions which: (1) Generate extreme heat or pressure, fire or explosions or violent reactions. (2) Produce uncontrolled toxic mists, fumes, dusts or gases insufficient quantities to threaten human health or the environment. (3) Produce uncontrolled flammable Banes or gases in sufficient quantities to pose a risk of fire or explosions. (4) Damage the structural integrity of the device or facility. (5) Through other like means threaten human health or the environment. Delta Plating is allowing waste cyanide and acids (hydrochloric and nitric) to drain into a common sump which falls under the -Title 22 definition of a tank. According to "A Method for Determining the Compatibility of Hazardous Wastes" by Hatayama, et al, combining metals with cyanide produces toxic and flammable gas generation. II. Schedule for Cc-rection Violation #1 - Immediately apply correct labels on all hazardous waste storage drums. Violation #2 - By March 1, 1988 , a correctly completed Biennial Report form shall be submitted to this Department. Violation #3 - By January 30, 1987, a Training Plan shall be submitted to this Department outlining: o Emergency response and hazardous waste management procedures discussed in on-the-job training of personnel. o The names and titles of facility personnel who work in areas of hazardous waste generation and exposure.
