Mr. Doug Baker December 30, 1986 <br /> (a) The resulting waste, mixture or dissolution of material no <br /> longer meets the definition of ignitable or reactive waste under <br /> Article 11 of this chapter; and <br /> (b) Section 67106(b) is complied with; or <br /> (2) The waste is stored or treated in such a way that it is <br /> protected from any material or conditions which may cause the <br /> waste to ignite or react; or <br /> (3) The tank is used solely for emergencies. <br /> 67106(b) Where specifically required by other sections of Articles 18 <br /> through 32, the owner or operator of a facility that treats, stores or <br /> disposes ignitable or reactive waste, or mixes incompatible waste or <br /> incompatible wastes and other materials, shall take precautions to <br /> prevent reactions which: <br /> (1) Generate extreme heat or pressure, fire or explosions or <br /> violent reactions. <br /> (2) Produce uncontrolled toxic mists, fumes, dusts or gases <br /> insufficient quantities to threaten human health or the <br /> environment. <br /> (3) Produce uncontrolled flammable Banes or gases in sufficient <br /> quantities to pose a risk of fire or explosions. <br /> (4) Damage the structural integrity of the device or facility. <br /> (5) Through other like means threaten human health or the <br /> environment. <br /> Delta Plating is allowing waste cyanide and acids (hydrochloric and <br /> nitric) to drain into a common sump which falls under the -Title 22 <br /> definition of a tank. According to "A Method for Determining the <br /> Compatibility of Hazardous Wastes" by Hatayama, et al, combining <br /> metals with cyanide produces toxic and flammable gas generation. <br /> II. Schedule for Cc-rection <br /> Violation #1 - Immediately apply correct labels on all hazardous <br /> waste storage drums. <br /> Violation #2 - By March 1, 1988 , a correctly completed Biennial <br /> Report form shall be submitted to this Department. <br /> Violation #3 - By January 30, 1987, a Training Plan shall be <br /> submitted to this Department outlining: <br /> o Emergency response and hazardous waste management procedures <br /> discussed in on-the-job training of personnel. <br /> o The names and titles of facility personnel who work in <br /> areas of hazardous waste generation and exposure. <br />
