Manifests and state registered hazardous waste <br />haulers are required to transport contaminated soil to a state certified <br />hazardous waste treatment or disposal facility. <br />In cases where the tank contents consisted of leaded fuel, the soil will be <br />tested for lead by the Government Consultant. If the soil is found to <br />contain lead concentrations above the allowable limits, the soil will be <br />considered contaminated and will be disposed of as hazardous waste. <br />All the above procedures are subject to Federal, State and Local regulations. <br />2.5.3 Storage of Hazardous Materials: No hazardous materials, including <br />wastes, shall be stored at NAVCOMMSTA Stockton without prior authorization by <br />the Contracting Officer. <br />2.5.4 Petroleum Products: Conduct the fueling and lubricating of equipment <br />and motor vehicles to protect against spills and evaporation. Dispose of <br />lubricants to be discarded and all excess oil. <br />2.5.5 Lead -Acid Battery Electrolyte: Dispose of electrolyte solution from <br />lead -acid batteries. Do not dump electrolyte onto the ground or into storm <br />drains or sanitary sewers. Use one of the following alternatives for <br />disposal of waste electrolyte: <br />a. An industrial waste treatment plant, if available and approved by the <br />Contracting Officer for neutralizing and disposing of battery -acid <br />electrolyte. <br />b. Transport the electrolyte to a state -approved hazardous waste <br />disposal site. The method of transportation and equipment shall <br />comply with applicable Federal and State regulations. <br />2.6 DUST CONTROL: Keep dust down at all time, including during non -working <br />periods. Sprinkle or treat, with dust suppressors, the soil at the site, <br />Dry power brooming will not be permitted. Instead Use vacuuming, wet mopping, <br />wet sweeping, or wet power brooming. Air blowing will be permitted only for <br />cleaning nonparticulate debris, such as steel reinforcing bars. Only wet <br />cutting will be permitted for cutting concrete blocks, concrete and bitum- <br />inous concrete. Do not unnecessarily shake bags of cement, concrete mortar, <br />or plaster. <br />2.6.1 Sandblasting: Provide tarpaulin drop cloths and windscreens under and <br />around sandblasting operations to confine and collect dust, sand, paint and <br />other debris for disposal in accordance with the requirements specified. <br />2.6.2 Abrasive Blasting: Provide tarpaulin drop cloths and windscreens to <br />enclose abrasive blasting operations to confine and collect dust, abrasive <br />agent, paint chips, and other debris. Perform work involving removal of <br />hazardous material in accordance with 29 CFR 1910.94. <br />2.6.3 Disposal Requirements: Collect dust, sand, paint, and other debris <br />resulting from sandblasting operations and store in 55 -gallon drums with <br />a.
