If tests determine the soil to be <br />contaminated, the Government may exercise its options for removal and <br />disposal (or treatment) of the contaminated soil, as applicable and in the <br />best interests of the Government. The Contracting Officer will then direct <br />the Contractor as to whether the soil can be used as backfill, must be <br />treated, or must be disposed of as hazardous waste. (See Section 01560, <br />para. 2.4.4). In cases of obvious or suspected contamination of more than 50 <br />ppm total hydrocarbons, the soil shall be placed on a plastic film and <br />covered. <br />1.4.2 Backfilling: The Contractor must leave the tank cavity and trenches <br />open to allow the soil tests to be performed by the Government Consultant. <br />Provide safety barriers. The Contractor must backfill only ..ith the <br />Contracting Officer's approval. <br />PART 2 - PRODUCTS <br />2.1 SOIL MATERIALS: In general, shall be clean and free of debris, roots, <br />wood, scrap material, vegetable matter, refuse, soft unsound particles, <br />frozen, deleterious, or objectionable materials. <br />2.1.1 Backfill for Trenches: Shall conform to the general requirements for <br />soil materials above and shall be obtained from a source off Government <br />property at the Contractor's expense and/or consist of soil stockpiled from <br />excavation if the Government Consultant determines soil to be clean and its <br />use is approved by the local regulatory agency. <br />2.1.2 Backfill for Tank Cavities: Backfill for the tank cavities shall <br />consist of native materials which are free of boulders, cinders, roots <br />debris, wood scrap material and other unsatisfactory material. The backfill <br />shall be obtained from a source off Government property at the Contractor's <br />expense and/or consist of soil stockpiled from excavation if the Government <br />Consultant determines soil to be clean and its use is approved by the local <br />regulatory agency. <br />PART 3 - EXECUTION <br />3.1 EXCAVATION: Excavation of every description, regardless of material <br />encountered, shall be performed as indicated. All unsatisfactory or <br />contaminated material and surplus material shall be removed from the site or <br />stockpiled as directed by the Contracting Officer. In the event that it is <br />necessary to remove more unsatisfactory material than originally specified, <br />the Contracting Officer shall be notified and an adjustment in the contract <br />price will be considered in accordance with the contract. Excavations <br />carried below the depths indicated without specific directions, shall, except <br />as otherwise specified, be refilled to the proper grade with satisfactory <br />material and compacted to at least 95 percent of ASTM 1557, Method D maximum <br />density.
