g. Any proposed lighting for the approved use shall be directed away from adjacent <br /> properties and Armstrong Road. Lighting details shall be included on the Improvement <br /> Plan. <br /> h. Any outdoor trash receptacles shall be contained within a trash enclosure. The enclosure <br /> shall be located on permanent paving, be designed to accommodate all trash <br /> receptacles, and be constructed on three sides with a solid masonry wall and gated on <br /> the fourth side. The location of the trash enclosure shall be designated on the <br /> Improvement Plan. <br /> i. One wall-mounted sign or monument sign shall be permitted as a part of this approval. <br /> Sign details shall be consistent with Section 93600 of the Planning Title and be included <br /> on the Improvement Plan. <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a- The frontage improvements for Armstrong Road across the commercially developed <br /> portion of the parcel shall be constructed in conformance with the standards for one-half <br /> of a 60-foot-wide right-of-way rural collector road. The construction of the frontage <br /> improvements will be deferred upon execution by the owner of a Deferred Frontage and <br /> Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway <br /> Improvement Agreement with a deposit equivalent to the estimated construction costs <br /> prior to approval of the Improvement Plan. A $250.00 fee currently is required for <br /> processing, per Development Title Table 9-240.2, in addition to a copy of the Grant Deed <br /> and an estimate for the required frontage improvements. The estimate shall be prepared <br /> by a Registered Civil Engineer with a typical section drawing on a form to be supplied by <br /> the Department of Public Works and submitted to Public Works for approval. As an <br /> option, Public Works will prepare the drawing and estimate for an additional fee of <br /> $100.00. (Development Tale Section 9-1150.2) <br /> b. The driveway approach on Armstrong Road shall be improved in accordance with the <br /> requirements of County Standard R-17 prior to issuance of the building permit. <br /> (Development Title Section 9-1145.5) <br /> C. An Encroachment Permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> d. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$2,079.00 per <br /> 1,000 gross square feet of building designated as'Service Commercial' in the Lodi area. <br /> The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolutions R- <br /> 90-304 & R-91-1025) <br /> e. A turnaround shall be provided. No vehicle may be permitted to back into the County <br /> right-of-way.
