LOCATION OF NEARBY WELLS: <br /> It is not known if there are any domestic or private wells within <br /> the zone of influence; we have not had sufficient time to awake a <br /> search of the records. We will do so prior to preparing the <br /> report covering this proposed work <br /> PRIOR USE OF REMOVED UST: <br /> The tank had been used to store leaded & unleaded gasoline: for <br /> use in company vehicles. There are no records available showing <br /> gallonage purchased or used. Based on the best information <br /> available, the tank was probably installed in the late 1950 ' s or <br /> early 1960' s by a previous owner. <br /> BRIEF REVIEW OF PRIOR EVENTS: <br /> On August 27, 1986, a tank removal plan was filed with the San <br /> Joaquin Local Health District by ARC Pump & Welding Shop; see <br /> EXHIBIT D for a copy of that plan. On June 3, 1987, the UST was <br /> removed under the direction of the San Joaquin County Local <br /> Health District & the city fire department. Refer to EXHIBIT E <br /> for a copy of the inspection report A soil sample was taken at <br /> 14 1/2' beneath the center of the site of the removed tank by an <br /> employee of Canonie Environmental. It was reported that there <br /> was a petroleum odor noted in the soil sample Instructions were <br /> given to test for BTX (EPA 8020, ) ethylene dibromide (EPA 8010, ) <br /> TPH (EPA 8015M, ) & total lead. The results, summarized on TABLE <br /> I , revealed the following: benzene - 28 mg/kg, toluene - 820 <br /> mg/kg; xylene - 1200 mg/kg; EBD -- ND, TVPH - 3800 mg/kg; and <br /> total lead - 24 mg/kg. A copy of the laboratory report is <br /> included as EXHIBIT F. An Underground Storage Tank Unauthorized <br /> Release /Contamination, Site Report was issued on May 18, 1988 <br /> covering the event. That document is attached as EXHIBIT G The <br /> excavation was filled with 12 yards of soil , (refer to EXHIBIT <br /> H; ) the removed spoil was stored on site, covered with plastic <br /> A recent field inspection revealed that the spoil is still on <br /> site, covered with black plastic_ <br /> On March 8, 1994, the San Joaquin County PAS, EHD issued a letter <br /> to the owners informing them site closure could not be approved <br /> and that a soil/groundwater investigation would be required. <br /> Information was furnished on applying for the SWRCB "Petroleum <br /> Underground Storage Tank Cleanup Fund. " A copy of that letter is <br /> attached as EXHIBIT A. <br /> On November 28, 1994, the San Joaquin County PHS, EHD again wrote <br /> to the owners, stating that a workplan for investigating the <br /> extent of contamination at the site must be submitted to the <br /> 3 <br />
