DIVISION 10 : DEVELOPMENT REQUIREMENTS <br /> CHAPTER 1 . GENERAL PROVISIONS <br /> SECTION 9-10000 . INTENT. The intent of this Division is to <br /> ensure the provision of adequate facilities for new uses of property, <br /> expansion of existing uses , and replacement of previous uses of pro- <br /> perty, consistent with the General Plan. <br /> Source: Ordinance No . 3323 . <br /> SECTION 9-10001 . DEFINITIONS. Unless otherwise provided in this <br /> Division, the following definitions shall be used in interpreting the <br /> provisions of this Division: <br /> (a ) Agency. "Agency" means a public entity empowered to provide <br /> those services necessary to support a particular development ; <br /> (b) Development. "Development" means any project for which a <br /> discretionary permit is required, excluding General Plan <br /> Amendments , Ordinance text changes , and rezonings ; <br /> (c ) Improvements Plan. "Improvements Plan" means plans, profiles , <br /> specifications , and engineer ' s estimates of public improve- <br /> ment cost, and all necessary details of the public facilities <br /> proposed for installation or modification; <br /> (d ) Public. "Public" means that which is operated and/or main- <br /> tained by any governmental ..entity, or by any public utility <br /> which provides service to more than ten thousand ( 10 , 000 ) <br /> users ; <br /> (e ) Terminal Drainage. "Terminal Drainage" means storm water b <br /> discharge to a watercourse leading to a watercourse which , y <br /> gravity flow, carries storm water discharge ultimately to the <br /> ocean. <br /> Source: Ordinance No . 3323 . <br /> SECTION 9-10002 . GENERAL PROVISIONS. The following General <br /> Provisions shall apply to all development requiring facilities , ser- <br /> vices , or systems unless otherwise exempted by this Title . <br /> (a ) Minimum Requirements . The provisions of this Division shall <br /> be considered minimum requirements . In all cases , facilities <br /> must be determined to be adequate by the County and to be <br /> compatible with the site on which the project is , or is pro- <br /> posed to be , located; <br /> (b) Geographical Areas . The specific geographical area in which <br /> a project is located shall provide the basis for determining <br /> which types of facilities will be required. Specific <br /> geographical areas include Urban Centers with an Incorporated <br /> Area, Unincorporated Urban Centers , Rural Centers , Planned <br /> Industrial Areas Outside of Centers , Highway Service Areas <br /> Outside of Centers , Rural Residential Areas, Commercial <br /> 10 . 1 (Revised 6/11/87 ) <br />
