STATE O:CALIFORNIA-Environmental Protection {ncy PETE WILSON,Governor
CA.LIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGIONAI+TH p
3443 Routier Road, Suite A
Sacramento,CA 95827-3098
PHONE: (916)255-3000 93 OCT 1 S PH (I
FAX (916)255-3015 5 J
8 October 1993
Mr. Nick Nickerson
Unocal
2000 Crow Canyon Road, Suite 450
San Ramon, CA 94583 /'5-6 to
REVIEW OF FOUR-PART WORKPLAN, FORMER PM AG SITE, STOCKTON
Thank you for submitting the four-part workplan covering soil sampling, monitoring well
abandonment, monitoring well installation, and groundwater monitoring at the former PM Ag
Products facility on Washington Street in Stockton. The workplan is approved with the
following comments:
Section 3.1:
a. The soil cleanup level is 100 ppm total nitrogen, not 100 ppm TKN.
Sections 3.3 and 3.4:
a. Board staff feel that the installation of 2" monitoring wells is not practical. We strongly
suggest that 4" wells be installed. .
b. We understand that final placement of the wells will be determined after reviewing the
results of the soil sampling, and that well construction details (length of well, length of
screen) will be determined as the wells are drilled.
C. The workplan implies that the wells will be purged before groundwater elevations are
measured. We require that the elevations be measured before any of the wells are
purged.
d. The initial groundwater samples must be analyzed for TDS, nitrate, ammonia, organic
nitrogen, and general minerals. Quarterly samples *oust be analyzed for a minimum of
TDS, nitrate, ammonia, organic nitrogen, and common anions.
With the addition of the above comments, the workplan is approved. Please let me know when
you have scheduled your field work. I can be reached at (916) 255-3104.
WENDY WYELS
Ag Regulatory Unit
cc: Mr. John Rapp, Sierra-Pacific Groundwater Consultants, El Dorado Hills r
Mr. Mike Infuma, San Joaquin County Environmental Health, Stockton
Ms. Charlene Wall, Port of Stockton
Mr. Dale Matthew, PM Ag Products, Illinois
Mr. Jack Holm, Cargill Molasses, Stockton
