The discharge shall not cause a violation of any applicable water quality <br /> standard for receiving waters adopted by the Boara or the State Water <br /> Resources Control Board as required by the Clean Water Act and regula- <br /> tions adopted thereunder. If more stringent applicable water quality <br /> standards are approved pursuant to Section 303 of the Clean Water Act, or <br /> amendments thereto, the Boarb will revise and modify this Order in <br /> accordance with such more stringent standards. <br /> 11. This permit shall be modified, or alternatively, revoked and reissued, to <br /> comply with any applicable effluent standard or limitation issued or <br /> approved under Sections 301 (b) (2) (C) , and (D) , 304(b) (2) , and 307(a) (2) <br /> of the Clean Water Act, if the effluent standard or limitation so issued <br /> or approved: <br /> (a) Contains different conditions or is otherwise more stringent than <br /> any effluent limitation in the permit; or <br /> (b) Controls any pollutant not limited in the permit. <br /> The permit as modified or reissued under this paragraph shall also <br /> contain any other requirements of the Act then applicable. <br /> E. Provisions: <br /> 1. Neither the discharge nor its treatment shall create a nuisance or pollu- <br /> tion as defined in Section 13050 of the California Water Code. <br /> 2. The Discharger shall comply with the "Standard Provisions and Reporting <br /> Requirements (NPDES)", dated 15 May 1986, which are part of this Order. <br /> 3. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 87-161. Once sufficient data have been collected, the Dis- <br /> charger shall submit a Technical Report regarding the monitoring fre- <br /> quencies and constituents in the Monitoring and Reporting Program. The <br /> Board will review the Report and may revise the Monitoring and Reporting <br /> Program as appropriate . <br /> 4. This Order rescinds Order No. 86-004 (NPDES No. CAO081787), adopted by the <br /> Board on 24 January 1986. <br /> 5. The Discharger shall submit a Technical Report before 1 April 1988, which <br /> determines treatment plant influent ground water concentrations and the <br /> treatment efficiencies for the constituents of concern. The Report shall <br /> also describe any physical or operational changes to the treatment plant <br /> necessary to meet effluent limits. The Board, at a public hearing, will <br /> review and consider modifications to the Effluent Limitations. <br /> 6. An effluent toxicity program shall be implemented by 1 December 1987, <br /> which consists of the following tasks: <br />
