Wells Fargo Bank, Stockton Branch
September 6, 1996
Page 6
In order to accomplish the above-described objectives, Consultant proposes to conduct the
following services.
Health and Safety Plan
Provide all field personnel with an understanding of the potential chemical and physical
hazards that exist or that may arise during the implementation of the project. The H & S
., Plan describes the procedures to be followed in order to reduce employee exposure to
potential health hazards which may be present at the project site. The emergency response
procedures necessary to respond to such hazards are also described in the H & S Plan.
Only those personnel who have successfully completed a 40-hour H & S training course,
fulfilling the initial training requirements as specified in OSHA's interim regulation for
hazardous waste operations (OSHA 20 CFR 1910.120), will be assigned to the project.
r
A tailgate meeting will be conducted by the Project Manager to discuss the anticipated risks,
potential health hazards, and the precautionary measures to be observed to prevent
accidents. The meeting will be conducted to ensure that all field personnel read and
understand the H & S Plan.
As part of the health and safety measures, air monitoring will be performed during the
process of the augering and sampling, using vapor detection equipment such as the
photoionization detector(PID). Prior to the start of the drilling, ambient air measurements
will be taken and recorded. At regular intervals air measurement will also be performed
.. within the breathing zone of the drilling operator and at the boreholes.
Permitting and Communication with the Agency
Consultant shall obtain permits for four soil borings and for the conversion of these
borings into four permanent monitoring wells. Permits will be obtained from the SJCEHD
and other agencies as required. Consultant shall communicate with the SJCEHD the
schedule of the field investigation and the results of the laboratory analyses.
Geophysical Survey
Consultant shall retain the services of a Registered Geophysicist to lay out a five-foot
survey grid along the subject property and sidewalk, along the south side of the bank
building. The purpose of the geophysical survey is to locate subsurface structures such as
a UST or associated piping. Three geophysical methodologies will be utilized in the
.. survey:
1. Ground penetrating radar(GPR);
2. Electromagnetic profiling(EM);
3. Magnetometer(Mag).
The interpreted results of the GPR, EM and Mag surveys will be presented on a survey
r. map. The results will be discussed in a summary section of the report.
r
