WASHINGTON STREET, STOC%TON,SAN JOAQUIN COUNTY <br /> The site you purchased at 2040 West Washington Street in 2001 was formerly owned and <br /> operated by Cal Farm Supply, an agricultural chemical retail distributor. During Cal Farm <br /> Supply's ownership of the property,poor housekeeping practices contributed to detections of <br /> nitrate and various pesticides and herbicides in soil and groundwater. In addition, its <br /> underground fuel tank leaked introducing fuel constituents to soil and groundwater. Cal Farm <br /> Supply performed a soil and groundwater investigation, removed the fuel tank,removed <br /> contaminated soil, installed monitoring wells, and conducted groundwater monitoring between <br /> 1989 and 1999. You have sampled all of the monitoring wells for two consecutive semi-annual <br /> monitoring events in 2002 and have cultivated safflower in the southern portion of your property <br /> to take up nitrogen from groundwater, as you agreed in our 31 October 2001 meeting. <br /> hi our October meeting,we agreed to evaluate your monitoring data and prepare a draft <br /> Monitoring and Reporting Program. The enclosed draft MRP was developed from the <br /> monitoring information presented in the following reports prepared by your consultant, <br /> HydroGeoLogic Inc.: <br /> • 28 May 2002 April 2002 Groundwater Monitoring Report(April Report) <br /> • 13 January 2003 October 2002 Groundwater Monitoring Report(October Report) <br /> In the October Report, you requested that we remove ammonium, pesticides, and herbicides from <br /> the monitoring schedule based on limited detections in 2002, and reduce the frequency and extent <br /> of petroleum and MTBE analyses. We concur with most of your requests as discussed below. <br /> Draft Monitoring and Reporting Program <br /> We have reviewed the monitoring reports and compared the concentrations of constituents <br /> detected to the applicable water quality objectives to assess whether continued monitoring is <br /> California Environmental Protection Agency <br /> Q?
