• S E C O R -0- - - 1 <br /> Dan Schreiner stated that it was included as an attachment in previous reports submitted to the <br /> RWQCB. <br /> Kitty stated that the RDA would provide a copy and that it is a public document. <br /> Tom Bauhs added to Rusty's discussion of the Settlement Agreement that Cleanup at all areas <br /> will be to planned land use. <br /> Tom stated that in the Settlement Agreement, any discussions of substance that ConocoPhillips <br /> and Chevron have with the RWQCB must have RDA present. <br /> Following Rusty's statement regarding the Unocal OU pipelines, Kitty Walker stated she believes <br /> there should be qualifiers to Rusty's statements he is making regarding the Settlement <br /> Agreement and that the attorney's for both sides are in disagreement. <br /> Mary stated she is concerned that if pipelines are found during excavation at the Unocal OU that <br /> they are dealt with regardless of who's responsible in the Settlement Agreement. <br /> Rusty reread the section of the Settlement Agreement discussing the RDA's responsibility to the <br /> pipelines, but added that the pipelines would be handled properly and removed or abandoned per <br /> the work plan, and set aside for the RDA to dispose of. <br /> Tracy added that the RWQCB stated in a 2004 letter to the RPs that the pipelines must be <br /> removed. <br /> Tracy stated that fill material applied in low lying areas at the site by the City of Stockton is <br /> historical cause of high metals concentrations in some areas of the site. <br /> Rusty added that fuel oxygenates such as TBA and MtBE in soil and groundwater were not <br /> related to past L&M Group activities. <br /> Mary stated that the TBA and MtBE were likely from infiltration of surface water from the Stockton <br /> channel, and not due to any site operations. <br /> Mary mentioned seeing several railroads at the Site on several figures. Mary asked about the rail <br /> spurs and how were those evaluated regarding possible preferential pathways. Rusty responded <br /> that investigation has focused on likely source areas where there were facilities or known <br /> releases. He also mentioned that L&M excavation went right through where rail spurs were and <br /> nothing was noted. <br /> Z Ongoing Interim Remedial Actions <br /> Mary Serra asked for a discussion of the dual-phase extraction (DPE) system. <br /> Rusty gave a status update for the DPE system: <br /> • System is currently on. <br /> • Almost 100% run time to date. <br /> 2 <br />
