The Letter is in response to Regional Board's <br /> 6 February 2004 letter, which requested a work plan to conduct investigative work to include, but not be <br /> limited to, sampling to determine whether tank bottoms were removed, the type of imported fill material <br /> used, and whether product lines were properly abandoned. Regional Board staff requested the work plan <br /> because the Stockton RDA has no manifests or other records to show how the demolition/dismantling <br /> occurred at South Shore Parcel 2A. The Letter now states that the Stockton RDA is "currently assessing <br /> the activities of other parties' consultants in this matter." The Additional Information Letter provides <br /> information on the locations of former underground lines and tank pads. <br /> As Regional Board staff stated in its 14 October 2003 letter, the Stockton RDA owned the property and <br /> leased the facility as an operating fuel terminal and therefore is a responsible party for the proper <br /> demolition/dismantling of the facility. However, based on the work conducted and proposed by the <br /> L&M Operable Unit to remove underground lines at the site, the work plan Regional Board staff <br /> requested in its 6 February 2004 letter is no longer needed. <br /> If you have any questions, you may contact Ms. Devra Lewis at (916) 464-4719. <br /> WENDY .
