Chain of custody procedures, documenting sample possession, will ensure sample integrity from <br />the time of sample collection until disposal of the sample. <br />e. Samples will be handled and transported according to the EPA's protocol for such activities. <br />4.2 Baseline Soil Sample Collection: Determination of Asbestos Concentration <br />For Underlying Soil <br />UEC recommends that "Baseline" soil samples be collected prior to the commencement of work activities <br />at the subject site. The approximate locations of soil sample collection, with respect to the designated <br />work areas, are indicated in Figure 2. Note that three baseline samples are proposed to be drawn from <br />around each of the three work areas; the objective of this task is to gain an understanding of the level of <br />asbestos in the soil (if any) immediately surrounding the areas slated for cleanup. A total of nine baseline <br />soil samples will be collected; the average asbestos content for each set of three samples (the samples <br />contained within each set will be collected from adjacent to the same area slated for cleanup) will be used <br />to determine the level of asbestos in "clean" soil for this project. In other words, the composited baseline <br />soil sample results will determine the acceptable level of asbestos in "clean" soil for within each of the <br />designated areas. Each of the baseline soil samples shall be drawn from a depth of no more than 14 <br />inches below grade; the samples shall be collected approximately 4 to 6 inches below the anticipated level <br />of surface scrape from within the three designated areas. <br />4.3 Post -Cleanup Activity Soil Sample Collection: Determination of Cleanup <br />Effort Effectiveness <br />Upon indication from the asbestos abatement contractor performing the cleanup activities, soil samples <br />will be collected from within the cleanup work areas; the soil samples will be "grabbed" from near the <br />surface of the soil. In Area 1, four (4) samples will be collected; eight (8) samples will be collected from <br />within Area 2; two (2) samples will be collected from within Area 3. The specific locations chosen for <br />sample collection from within a given Area, shall be representative of the area in both general appearance <br />and depth of scrape. Each of the samples collected shall be analyzed individually for the presence of <br />asbestos; the analytical results will be compared to the baseline levels of asbestos for the specific Area <br />from which the samples were collected. The soil sample results, both the baseline set and the final <br />clearance set, will be presented on a map and submitted as part of the closure report submitted to the <br />SJC, PHS, EHD staff for site closure. <br />10 <br />
