On site personnel will conduct initial damage assessments and contact the Operations <br />Manager or designated Alternate. The compiled information will provide a basis for <br />determining emergency priorities for mitigation of life-threatening conditions and <br />reduction of further damage to company facilities. <br />On site personnel will attempt to maintain site security in and around damaged facilities. <br />W Did I DI t,04 DICEW4: IC <br />If, at any, time a well blowout occurs, it is imperative that the primary concern be <br />directed toward the safety of all personnel including Vintage personnel, contractors and <br />the public. After the safety of all personnel is assured, the on site employee or contractor <br />will contact the Operations Manager or his Designated Alternate and report the situation. <br />If a blowout has resulted in loss of life or injury, response procedures outlined in Section <br />4.0 will be implemented. <br />The Operations Manager, will direct operations to control the blowout. These actions <br />may include: <br />• removal of all sources of ignition (shut down rig, all motors, etc.), <br />• utilization of contact service companies, and <br />• use of a backhoe or dozer to construct earthen dams to prevent escape of fluids, <br />and vacuum trucks to pick up and dispose of fluids. <br />Any resulting cleanup clean-up and disposal of spilled crude oil, salt water, contaminated <br />earth, and other waste resulting from well -control emergencies should be carried out in <br />accordance with guidelines described in Section 7.0. Always consult the Operations <br />Manager/ prior to initiating any post -incident waste disposal. <br />7.1 Spill Response <br />Vintage's policy for spills is "zero discharge" of fluids to the environment. Potential <br />materials that could be spilled include, but are not limited to, condensate, production <br />water, triethylene glycol, and rainwater that collect in secondary containment structures. <br />Vintage personnel should adhere to the following procedures: <br />The employee at the scene of the spill should report the spill immediately to their <br />supervisor or the Operations Manager. Be prepared to provide the following information: <br />• location of spill, <br />• material spilled and estimated volume, <br />0 <br />
