2.8 Installation of Steel Reinforcing Plate
2.8.1 After the application and drying of the EnvirolineTM 1250 lining,a '/4 inch steel reinforcing plate,
rolled to the contour of the tank, and with minimum dimensions of 8"x 8"shall be installed under the fill
(drop) tube(s) and gauging tube(s).
2.8.2 The plate shall be attached to the lining material with EnvirolineTM 124 and covered with
fiberglass cloth embedded with EnvirolineTM 1250 lining material extending a minimum of six (6) inches
beyond the perimeter of the plate.
2.9 Testing the Lining
2.9.1 Perform the following tests once the lining material has been applied and properly cured:
a) Thickness - Using an Elcometer Thickness Gauge, Model 111, Scale, range 8E (25-250 mils),
determine the lining thickness.Take measurements at designated areas on the tank heads
and walls.A minimum thickness of 100 mils and a nominal thickness of 125 mils is required.
b) Hardness-Using a Barcol Hardness Gauge or Tester,Model GYZJ 935,or Shore D Hardness
Gauge, verify that the lining has cured to the proper hardness. Barcol Hardness readings
should be a minimum of 70. (For Barcol model no.934-1 the minimum reading should be
45).Shore D Hardness readings should be a minimum of 75-80.
c) Holidays - Using a Holiday Detector with Silicone Brush Electrode or a T-Tip Electrode,
inspect the tank for air pockets,pinholes,and/or holidays.Set the voltage range at 13,000
volts or 100 volts per mil of coating.
2.9.2 Repair pinholes and holidays with IECC's EnvirolineTN1124 Epoxy Patching Compound. Any other
test failures must be corrected in accordance with IECC's recommended procedures. (See 2.4.4 for
procedures to repair or reline a tank previously lined with IECC products).
2.10 Inspection and Compliance
2.10.1 The tank owner, or designated employee, should witness tank condition, sandblasted surface,
lining and tank tightness test.It is recommended that the tank owner,or designated employee, attest that
all work has been performed in accordance with recognized industry standards such as API-1631 or any
other state or local regulations.
2.10.2 The tank owner is responsible for determining that the lined tank(s) meet(s) all federal and/or
state requirements for a valid upgrade.
2.10.3 The tank lining installer must complete a tank lining compliance report, certifying that tank(s)
meet criteria for structural integrity, proper surface preparation and lining application.
2.11 Closing and Sealing the Tank Man-Way
2.11.1 If an opening has been cut into the tank, a steel cover plate rolled to the contour of the tank
must be used to seal it.The cover plate must overlap the access opening at least two (2) inches on each
side and have a minimum thickness of /<inch steel.
2.11.2 Construct a steel cover plate with 3/4 inch diameter holes around it's perimeter, each hole a
minimum of one (1) inch from the perimeter and spaced no more than five (5) inches apart around the
perimeter (see Figure 3).
2.11.3 Drill holes through the tank,a minimum of one (1)inch from the perimeter tank access opening,
using the cover plate as a template.
2/99
