4.0 Response Teams Version :27.10.4 <br /> 14.2 QUALIFIED INDIVIDUAL <br /> The Qualified Individual (QI) is responsible for the full implementation of the Facility Response <br /> Plan and is trained for these responsibilities. The Designated Alternate provides relief to the QI <br /> as needed to ensure that at least one QI is available to respond on a 24 hour basis. The QI/AQI <br /> is responsible for implementing response plans, directing response operations, and resolving <br /> internal conflicts that arise during response operations either directly or through the use of <br /> qualified designees. <br /> It is the responsibility of the Qualified Individual (QI) or his/her designee to coordinate with the <br /> Federal On-Scene Coordinator (FOSC) and State On-Scene Coordinator (SOSC) throughout <br /> the response. <br /> Vital duties of the Qualified Individual (QI) include: <br /> • Initiate internal notifications and hazard communication systems to notify all Facility <br /> personnel. <br /> • Notify all response personnel, as needed. <br /> . Identify the character, exact source, amount, and extent of the release, as well as the <br /> other items needed for notification. <br /> • Notify and provide necessary information to the appropriate Federal, State, and local <br /> authorities with designated response roles, including the National Response Center <br /> (NRC), State Emergency Response Commission (SERC), and local agencies. <br /> . Assess the interaction of the spilled substance with water and/or other substances stored <br /> at the Facility and notify response personnel at the scene of that assessment. <br /> . Assess the possible hazards to human health and the environment due to the release. <br /> This assessment must consider both the direct and indirect effects of the release (i.e., the <br /> effects of any toxic, irritating, or asphyxiating gases that may be generated or the effects <br /> of any hazardous surface water runoffs from water or chemical agents used to control fire <br /> and heat-induced explosion). <br /> . Assess and implement prompt removal actions to contain and remove the substance <br /> released. <br /> . Coordinate rescue and response actions as previously arranged with all response <br /> personnel. <br /> . Activate and engage in contracting with oil spill removal organizations. <br /> • Use authority to immediately access Company funding to initiate cleanup activities. <br /> . Direct cleanup activities until properly relieved of this responsibility. <br /> . Arrangements will be made to ensure that the QI or the AQI is available on a 24-hour <br /> basis and is able to arrive at the Facility in a reasonable time. <br /> .
