4.0 Response Teams Version :27.10.4 <br /> RESPONSE14.3 <br /> Local Response Team <br /> The first Alliance person on scene will function as the person-in-charge until relieved by an <br /> authorized/trained supervisor who will then assume the position of Incident Commander (IC). <br /> Transfer of command may take place as more senior management respond to the incident. For <br /> response operations within the control of the Local Response Team, the role of IC will typically <br /> be assumed and retained by Terminal Management. <br /> The number of positions/personnel required to staff the Local Response Team will depend on <br /> the size and complexity of the incident. The duties of each position may be performed by the IC <br /> directly or delegated, as the situation demands. The IC is always responsible for directing the <br /> response activities and will assume the duties of all the primary positions until the duties can be <br /> delegated to other qualified personnel. <br /> The LRT should try to fill the positions and request additional support from the Emergency <br /> Management, Preparedness, and Response Team to fill/back up all of the remaining positions, <br /> as the incident dictates. <br /> EM-Managed Response Teams <br /> Shell management resources available for incident response include: <br /> . A National Response Team <br /> . AWAY Team <br /> . Houston Support Center(HSC) <br /> . Corporate Emergency Response Team (CERT) <br /> . SOP US/Shell Crisis Management Teams <br /> National Response Team <br /> Shell has resources through one National Response Team that covers incidents that require a <br /> Tier III response. <br /> A National Response Team, once fully staffed, is designed to cover all aspects of a <br /> comprehensive and prolonged incident response. During a prolonged response, additional <br /> personnel from within the Company may be cascaded in, and more than one level within the <br /> Team may be involved to sustain 24-hour operations. <br /> National Response Team Organization <br /> The National Response Team is organized according to Incident Command System principles. <br /> Led by Unified Command, the team includes the following principal components: <br /> . Command Staff <br /> • Logistics <br /> . Operations <br /> .
