B.Worst Case Discharge Analysis and Scenarios Version:27.10.4 <br /> Response Requirement <br /> The Facility shall identify sufficient response resources, by contract or other approved means, to <br /> respond to a Worst Case Discharge to the maximum extent practicable. The response resources <br /> shall, as appropriate, include: <br /> • Oil recovery devices with an effective daily recovery capacity equal to the lesser of the <br /> WCD Response Planning Volume Calculation or the response caps. If the daily recovery <br /> rate exceeds the applicable contracting caps (see Table), then the Facility must identify <br /> additional resources equal to twice the cap or the amount necessary to reach the calculated <br /> planning volume. <br /> . Temporary storage capacity equal to twice the daily recovery capacity. <br /> . At least 20% of the on-water response equipment should be capable of operating in water of <br /> 6 feet or less depth. <br /> . Containment boom for oil collection and containment and for protection of areas of <br /> environmental sensitivity or economic importance. <br /> • Identify resources capable of responding to a shoreline clean-up operation involving the <br /> calculated volume of oil and emulsified oil that might impact the affected shoreline. <br /> . The above Response Planning Volume requirements, including response times, are based <br /> on Attachment E-1 of Appendix E to 40 CFR Part 112. (See Recovery Times on Table B-1.) <br /> Facility Response Resources/Capability <br /> The Facility will respond to a Worst Case Discharge (WCD) initially with a similar response as <br /> identified for a Small or Medium Discharge. Facility Management will initiate "response actions" <br /> located in Section 3.0 immediately upon discovering a spill. Additional OSRO(s) will be activated <br /> as the situation demands. The response resources will be capable of arriving within the required <br /> response tiers and will include: <br /> If release is contained within secondary containment structures, the QI will ensure that response <br /> contractor(s) have been notified and will respond. This may be the OSRO or other properly trained <br /> responders. The Facility operators and QI shall coordinate and manage contractors. <br /> If the worst-case release has discharged from the site to surface water, then the QI shall assure <br /> that the OSRO has been contacted and will initiate boom deployment and begin <br /> recovery/remediation process as soon as possible. Unless properly relieved by the on-scene <br /> coordinator(OSC), the QI shall continue to be responsible for four main tasks during the response <br /> action: assessment, monitoring, response assistance, and reporting. <br /> The Facility, Fire Department, and Local Emergency Planning Committee have sufficient <br /> equipment and resources to respond to a fire at the Facility. <br /> Remedial equipment if needed can be obtained through contracted OSRO identified in Figure 2.2. <br /> Shell Supply and Distribution B-17 Stockton Terminal FRP <br /> ©2019 Witt 0' Brien's Revision Date:October, 2019 <br />
