Hazard Evaluation Version :27.10.4 <br /> Day-to-Day Operations <br /> The day-to-day operations at the Facility that may present a risk of discharging oil or <br /> releasing a hazardous substance are: <br /> • Pipeline receipt operations typical from 4,000 bbls to 15,000 bbls <br /> . Truck loading operations (9000 gallons per truck) <br /> . Truck unloading operation <br /> Bio-diesel receipts typical 7000 gallons <br /> e Additive receipts typical 4000 gallons <br /> Ethanol receipts typical 8000 gallons <br /> . Tank to Tank transfers (typically 12,000 BBLS per week) <br /> Work such as piping replacement/repair is rare, and would only be done on portions of the <br /> system that are isolated from the active system. <br /> Normal Daily Throughput <br /> The Normal Daily Throughput for the Facility: <br /> Normal Daily Throughput 5,000 Bbls/Day <br /> (including pipeline/truck receipts and truck loadouts) <br /> The rate of flow from the pipeline system to tankage and the filling rate of the trucks is <br /> essentially fixed, and not a function of daily throughput. Thus changes in daily throughput <br /> would have no effect on potential discharge volumes. <br /> Secondary Containment Drainage <br /> The Stockton Terminal storage tank areas are completely surrounded by containment basins <br /> constructed of compacted earth dike walls with earthen floor. Storm water collects within the <br /> tank farm dike area and gravity flows to the North West corner of the terminal to the storm <br /> water sump. Positive controls used to prevent drainage from diked areas include procedural <br /> and equipment controls (dike valve normally locked in closed position, pump must be <br /> manually started). The preferred method of removal of accumulated stormwater is by natural <br /> dissipation (evaporation and percolation) provided that the accumulation does not damage <br /> the equipment/structures or inhibit operations conducted within the containment area; <br /> . all tank water withdrawal valves are locked in the closed position when not in use. <br /> . accumulated water is visually inspected for oil and/or oil product contamination and <br /> discharged only if no contamination is observed; and <br /> Shell Supply and Distribution C-3 Stockton Terminal FRP <br /> ©2019 Witt 0' Brien's Revision Date:October, 2019 <br />
