If a visible sheen or other condition indicating the <br /> presence of oil or gasoline is present, the valve is not operated. <br /> Security <br /> The Facility provides security to the operations within the boundaries of the Facility as <br /> follows: <br /> Fencing <br /> Perimeter is protected by industrial chain-linked fencing topped with razor wire. Access <br /> gates are closed at all times, chained and padlocked except for the main gate. The main gate <br /> is accessed through a card-lock system. Only authorized employees and drivers are <br /> assigned with access cards. The main exit gate is operated from within the facility via weight <br /> sensing loops. <br /> Security Guards <br /> Site security and access will be the responsibility of the Terminal Manager. During an <br /> emergency, access will be limited to those persons who are authorized and have proper <br /> training. This responsibility will be delegated to the local law enforcement agency or contract <br /> security guard to ensure unauthorized personnel do not enter facility. <br /> Valves <br /> Valve security at the Facility is maintained in several ways. Inactive valves are chained or <br /> locked in the closed position. In the tank farm area, all tank water draw valves are locked and <br /> closed when not in use. All basin drain valves, where installed, are closed, chained, and <br /> locked when not in use. When the basin drain valves are operated, the water in the basin is <br /> inspected by an employee prior to opening the valve. If a visible sheen or other condition <br /> indicating the presence of oil or gasoline is present, the valves are not operated. In the event <br /> of a spill at the load rack the Emergency Shut Down is activated which will automatically shut <br /> downs the supply pumps and close the ESD valves to the loading rack. <br /> Pump Controls <br /> Deliveries from the product storage tanks to the loading rack are controlled by the Terminal <br /> Automation System. Drivers that have access to the facility to load or offload products are <br /> instructed in proper rack operations and emergency shutdown procedures. Once drivers can <br /> demonstrate competence, they are granted loading privileges on their access card.
