Does the system described include the "D" zone? Why is this finding significant? <br />The significance of this finding should be discussed in terms of its impacts on <br />decision making. <br />6. Pg10-1. finding #7. "TCE is the dominant VOC in both soil and groundwater at <br />SHAD." <br />This statement is overly broad. There is insufficient evidence to conclude that TCE <br />is the dominant contaminant in soils everywhere on the base. Because past investiga- <br />tions have focused so much on TCE (e.g., the soil gas investigation virtually ignored <br />other compounds) it is possible that the results of previous studies largely reflect a <br />sampling bias rather than actual conditions. Significance, or dominance of any one <br />contaminant, ,should be evaluated in terms of public health or environmental risk and <br />the potential problems presented by the 'contaminant or suite of contaminants under <br />a given remedial option (e.g., mixtures of compounds that may prevent or limit the <br />use of a remedial technology). Have retardation effects been accounted for? <br />7. Pg. 10-1. finding #8. "The sources of VOCs on, SHAD are multiple and originate <br />from several former disposal pits/trenches and/or spill areas. Thirteen separate <br />source areas have been identified by the presence of contaminated soil and/or <br />groundwater." <br />It would be useful to identify the thirteen source areas in this finding. <br />8. Pg. 10-2, finding #9. "Eight distinct VOC groundwater plumes have been identified <br />at SHAD. They are as follows: South Balloon Area, Well 441, Well 407, Wells 442 <br />and 443, Runway Ponds, Firefighter Training Area, North Balloon Area TCE, and Well <br />413 TCLEE " <br />Does this finding imply, when combined with that of finding #8, that five of the <br />thirteen source areas indicated in #8 affect only soil? Or does it imply that several <br />a source areas contribute to a single groundwater plume?, Can individual source areas <br />within the South and North Balloon be separately identified? What are the implica- <br />tions for soil cleanup? <br />
