KPQ Document Number: 909 R 5003 <br />GWUP <br />Procedure Rev: 12 Date: 1/22/13 <br />EMERGENCY RESPONSE PROCEDURES <br />Suspect Mail or Packages <br />Bombs and incendiary devices that are sent through the mail are designed to kill <br />when opened. If you are suspicious of a letter or package that has been received <br />through the mail: <br />DO NOT OPEN IT <br />(Note: The letter or package has been handled many times during its journey through <br />the mail and is unlikely to detonate unless opened.) <br />Possible Indicators That a Letter or Package is an Explosive Device <br />There are a number of signs that may indicate that the letter or package may contain <br />an explosive or incendiary device, these include: <br />• External grease or oil marks on the envelope or packaging. <br />• An odor of marzipan or almonds can be detected. <br />• Pin holes in the envelope or wrap, sometimes left after the arming process. <br />• Wiring or tin foil is visible. (This can be seen if the envelope or package has <br />been damaged in transit). <br />• The letter or package is: <br />• From an unexpected source. <br />• Wrongly addressed. <br />• Delivered by hand from an unknown source. <br />• Feels heavy for its size. <br />• Excessively wrapped. <br />• Heavier at one end than at the other. <br />• Poor handwriting, the name or address of the addressee may be misspelled <br />or mistyped. <br />• Excessive number of stamps. <br />H:\profile\My Documents\500 E. louise ave (CIA LOF)\9-25-13\909R5003 Emergency Response Procedures.doc <br />Page 57 of 67 <br />Paper Copies are Not Controlled unless stamped in RED "Controlled Document'.
